Ron Paul needs to come out with his own comprehensive tax reform plan. I recommend the FairTax as a starting point with some significant changes.
The FairTax is a national retail sales consumption tax that would replace the following federal taxes:
- Personal income tax
- Payroll taxes for Social Security and Medicare
- Capital gains tax
- Alternative Minimum Tax
- Self-employment tax
- Corporate income tax
- Gift taxes
- Estate taxes
When you buy goods or services, income and payroll taxes are included or embedded in the price. When these taxes are eliminated, the price of the goods or services would decline.
Thus when the FairTax replaces these taxes, the price of the good or service with the new FairTax included should result in the price of the good or service remaining about the same.
The proposed FairTax rate is 23 percent when the tax is included in the unit price of the good or service. For example, a loaf of bread with a selling price of $1 would include 23 cents for the FairTax.
Since Paul wants to significantly limit the size and scope of the federal government, I propose he reduce the FairTax rate to 20 percent for 2013.
The FairTax Less rate would be reduced by 1 percent a year for the next four years so that by 2017 the rate would be 16 percent.
A declining FairTax Less rate combined with a declining balanced budget will force a reduction of government spending outlays.
It should take four to eight years before the 16th Amendment (income tax) is repealed and the balanced budget amendment passes.
Therefore, I would like to see the repeal of the 16th Amendment and the passage of a balanced budget Amendment be immediately initiated in the House of Representatives and Senate.
If this is done, by 2017 the American people will never again want to go back to the complex and time-consuming income tax.
Instead, the American people will be demanding smaller government and an even lower FairTax Less rate.
Also, Paul needs to advocate a FairTax Less plan to complement his Plan to Restore America to a peace and prosperity economy by cutting government spending by $1 trillion in his first year as president and balance the budget in his third year.
The advantage is that a single FairTax Less rate of 20 percent would beat Herman Cain’s 9-9-9 plan. Cain’s plan would have a flat 9 percent business tax, a flat 9 percent personal income tax and a 9 percent national retail sales tax. The total tax rate paid would be 27 percent under Cain’s plan.
A single FairTax Less rate of 20 percent would easily defeat Perry’s optional flat tax of 20 percent personal income tax and a 15.3 percent payroll tax for Social Security or Medicare for a total of 30.3 percent. This does not include the 20 percent corporate income tax that would bring the total taxes paid to over 50 percent.
Only when the American people consume or spend their money on new goods and services would they pay the FairTax Less rate of 20 percent.
The American people would have a strong economic incentive to work, save and invest their money.
More savings would lead to more investment and in turn more jobs as businesses grow and prosper.
It’s time for Ron Paul to announce his support for a FairTax Less plan.
The dynamic combination of Paul’s Plan to Restore America and the FairTax Less plan would result in a peace and prosperity economy.
The U.S. would be the only nation on earth with no taxes on capital and labor!
The FairTax Less plan would attract trillions of dollars of new investment into the U.S. from around the world.

Americans For Fair Taxation
“…Americans For Fair Taxation (AFFT), also known as FairTax.org, states it is the United States’ largest, single-issue grassroots organization and taxpayers union dedicated to fundamental tax code replacement.[1] The Houston, Texas-based non-partisan political advocacy group is made up of volunteers who are working to get the Fair Tax Act (H.R. 25/S. 1025) enacted in the United States; a plan to replace all federal payroll and income taxes (both corporate and personal) with a national retail sales tax and monthly tax “prebate” to households of citizens and legal resident aliens. Americans for Fair Taxation state they subscribe to the ideals of simplicity, fairness, and freedom which they believe are embodied in the FairTax.[2][3] The organization claims to have signed up over 800,000 supporters.[4]
AFFT was founded in 1994 by three Houston businessmen, Jack Trotter, Bob McNair, and Leo Linbeck, who each pledged $1.5 million as seed money to hire tax experts to identify what they perceived as faults with the current tax system, to determine what American citizens would like to see in tax reform, and then to design the best system of taxation.[2] The three went on to raise an additional $17 million to fund focus groups with citizens around the country and tax policy studies.[2]

Federal Insurance Contributions Act tax
Federal Insurance Contributions Act (FICA) tax (
/ˈfaɪkə/) is a United States payroll (or employment) tax[1] imposed by the federal government on both employees and employers to fund Social Security and Medicare[2] —federal programs that provide benefits for retirees, the disabled, and children of deceased workers. Social Security benefits include old-age, survivors, and disability insurance (OASDI); Medicare provides hospital insurance benefits. The amount that one pays in payroll taxes throughout one’s working career is indirectly tied to the social security benefits annuity that one receives as a retiree.[citation needed] This has led some to claim that the payroll tax is not a tax because its collection is tied to a benefit.[3] The United States Supreme Court decided in Flemming v. Nestor (1960) that no one has an accrued property right to benefits from Social Security.
The Federal Insurance Contributions Act is currently codified at Title 26, Subtitle C, Chapter 21 of the United States Code.[4]
Overview
The Center on Budget and Policy Priorities states that three-quarters of taxpayers pay more in payroll taxes than they do in income taxes.[5] The FICA tax is considered a regressive tax on income (with no standard deduction or personal exemption deduction) and is imposed (for the years 2009 and 2010) only on the first $106,800 of gross wages. The tax is not imposed on investment income (such as interest and dividends).
“Regular” employees (most wage-earners)
For 2008, the employee’s share of the Social Security portion of the tax is 6.2%[6] of gross compensation up to a limit of $102,000 of compensation (resulting in a maximum of $6,324.00 in tax). For 2009 and 2010, the employee’s share is 6.2% of gross compensation up to a limit of $106,800 of compensation (resulting in a maximum Social Security tax of $6,621.60).[7] This limit, known as the Social Security Wage Base, goes up each year based on average national wages and, in general, at a faster rate than the Consumer Price Index (CPI-U). For the calendar year 2011, the employee’s share has been temporarily reduced to 4.2% of gross compensation, with a limit of $106,800.[8] The employee’s share of the Medicare portion is 1.45% of wages, with no limit on the amount of wage subject to the Medicare tax.[6]
The employer is also liable for 6.2% Social Security and 1.45% Medicare taxes,[9] making the total Social Security tax 12.4% of wages, and the total Medicare tax 2.9%. (Self-employed people are responsible for the entire FICA percentage of 15.3% (= 12.4% + 2.9%), since they are in a sense both the employer and the employed; however, see the section on self-employed people for more details.)
If a worker starts a new job halfway through the year and has already earned the wage base limit with the old employer for Social Security purposes, the new employer is not allowed to stop withholding until the wage base limit has been earned with the new employer without regard to the wage base limit earned under the old employer. There are some limited cases, such as a successor-predecessor transfer, in which the payments that have already been withheld can be counted toward the year-to-date total.
If a worker has overpaid toward Social Security by having more than one job or by having switched jobs during the year, that worker can file a request to have that overpayment counted as tax paid when he or she files a Federal income tax return. If the taxpayer is due a refund, then the FICA overpayment is refunded.
Self-employed people
A tax similar to the FICA tax is imposed on the earnings of self-employed individuals, such as independent contractors and members of a partnership. This tax is imposed not by the Federal Insurance Contributions Act but instead by the Self-Employment Contributions Act of 1954, which is codified as Chapter 2 of Subtitle A of the Internal Revenue Code, 26 U.S.C. § 1401 through 26 U.S.C. § 1403 (the “SE Tax Act”). Under the SE Tax Act, self-employed people are responsible for the entire percentage of 15.3% (= 12.4% [Soc. Sec.] + 2.9% [Medicare]); however, the 15.3% multiplier is applied to 92.35% of the business’s net earnings from self-employment, rather than 100% of the gross earnings; the difference, 7.65%, is half of the 15.3%, and makes the calculation fair in comparison to that of regular (non-self-employed) employees. It does this by adjusting for the fact that employees’ 7.65% share of their SE tax is multiplied against a number (their gross income) that does not include the putative “employer’s half” of the self-employment tax. In other words, it makes the calculation fair because employees don’t get taxed on their employers’ contribution of the second half of FICA, therefore self-employed people shouldn’t get taxed on the second half of the self-employment tax. Similarly, self-employed people also deduct half of their self-employment tax (schedule SE) from their gross income on the way to arriving at their adjusted gross income (AGI). This levels the amount paid by self-employed persons in comparison to regular employees, who don’t pay general income tax on their employers’ contribution of the second half of FICA, just as they didn’t pay FICA tax on it either.[10][11]
These calculations are made on Schedule SE: Self-Employment Tax, although that is not readily apparent to novice self-employed taxpayers, owing to the schedule’s rather opaque name, which makes it sound like it is part of the general federal income tax. Some taxpayers have complained that Schedule SE’s title should be changed to something such as “Self-Employment FICA Tax”, so that its separateness from the general income tax is apparent,[12] perhaps not realizing that the SE tax is not imposed by the Federal Insurance Contributions Act (FICA) at all, and that neither SE taxes nor FICA taxes are “income taxes” imposed under Chapter 1 of the Internal Revenue Code.
Exemption for certain full-time students
A special case in FICA regulations includes exemptions for student workers. Students enrolled at least half-time in a university and working part-time for the same university are exempted from FICA payroll taxes, so long as their relationship with the university is primarily an educational one.[13] Medical residents working full-time are not considered students and are not exempt from FICA payroll taxes, according to a US Supreme Court ruling in 2011.[14] In order to be exempt from FICA payroll taxes, a student’s work must be “incident to” pursuit of a course of study, which is rarely the case with full-time employment.[14]
History
Prior to the Great Depression, the following presented difficulties for working-class Americans: [15]
- The U.S. had no federal-government-mandated retirement savings; consequently, for those people who had not voluntarily saved money throughout their working lives, the end of their work careers was the end of all income.
- Similarly, the U.S. had no federal-government-mandated disability income insurance to provide for citizens disabled by injuries (of any kind—non-work-related); consequently, for most people, a disabling injury meant no more income (since most people have little to no income except earned income from work).
- In addition, there was no federal-government-mandated disability income insurance to provide for people unable to ever work during their lives, such as anyone born with severe mental retardation.
- Further, the U.S. had no federal-government-mandated health insurance for the elderly; consequently, for many people, the end of their work careers was the end of their ability to pay for medical care.
- Finally, the U.S. had no federal-government-mandated health insurance for all those who are not elderly; consequently, many people, especially those with pre-existing conditions, have no ability to pay for medical care.
In the 1930s, the New Deal introduced Social Security to rectify the first three problems (retirement, injury-induced disability, or congenital disability). It introduced the FICA tax as the means to pay for Social Security.
In the 1960s, Medicare was introduced to rectify the fourth problem (health care for the elderly). The FICA tax was increased in order to pay for this expense.
Criticism
Social Security regressivity debate
The Social Security component of the FICA tax is regressive, meaning the effective tax rate regresses (decreases) as income increases.[16] The Social Security component is actually a flat tax for wage levels under the Social Security Wage Base (see “Regular” employees above). But since no tax is owed on wages above the Wage Base limit, the total tax rate declines as wages increase beyond that limit. In other words, for wage levels above the limit, the absolute dollar amount of tax owed remains constant; since this number (the numerator) remains constant while the wage level (the denominator) increases, the effective tax rate steadily decreases as wage levels increase beyond the Wage Base limit.
FICA is also not collected on unearned income, including interest on savings deposits, stock dividends, and capital gains such as profits from the sale of stock or real estate. The proportion of total income which is exempt from FICA as “unearned income” tends to rise with higher income brackets.
Some argue that since Social Security taxes are eventually returned to taxpayers, with interest, in the form of Social Security benefits, the regressiveness of the tax is effectively negated.[citation needed] That is, the taxpayer gets back what he or she put into the Social Security system. Others, including the Congressional Budget Office, point out that the Social Security system as a whole is progressive; individuals with lower lifetime average wages receive a larger benefit (as a percentage of their lifetime average wage income) than do individuals with higher lifetime average wages.[17][18]

In Grey Court, South Carolina, on Oct.25, GOP presidential hopeful Rick Perry unveiled his plan for the U.S economy, “Cut, Balance and Grow.” The Texas governor’s proposed an optional flat income tax rate of 20 percent to replace the existing federal income tax system. Taxpayers would have the option to pay either the new flat 20 percent rate or continue paying income taxes based on the existing complex system.
Perry said, “It takes money from spendthrift bureaucrats and returns it to families. It puts fewer job-killing regulations on employers and more restrictions on politicians. It gives more freedom to Americans to control their own destiny. And just as importantly, the Cut, Balance and Grow plan paves the way for the job creation, balanced budgets and fiscal responsibility we need to get America working again.”
The individual standard tax exemption would be increased to $12,500, plus each dependent would also have a $12,500 tax exemption. A family of four earning $50,000 per year would be exempt from income taxes. Perry’s tax reform plan would also keep the mortgage interest, state taxes and charitable deductions for families earning less than $500,000.
Dividend, interest and capital gains taxes, the Alternative Minimum tax and estate taxes would all be eliminated. Social Security benefits would no longer be taxed.
Perry would not change Social Security and Medicare benefits for those currently receiving or soon-to-be receiving these benefits. However, Perry would gradually increase the eligibility age for Social Security and Medicare.
Young workers would be permitted to invest part of their Social Security payroll taxes in investment private accounts.
Americans eligible for Medicare would receive either a credit or payment to purchase a health insurance plan of their choice. Currently, the government pays benefits directly.
Companies doing business abroad would be encouraged to return their profits to the U.S. with a one-time reduced tax of 5.25 percent. With this tax incentive, more than $1 trillion in profits is estimated would be returned to the U.S. This would create several million new jobs as the profits are invested in the U.S. The corporate rate would be reduced from the second highest in the world at 35 percent to a more competitive 20 percent.
By design the Perry plan would deeply cut tax rates and in turn this may lead to lower tax revenues. In order to avoid large deficits, where government spending outlays exceed tax revenues, the federal budget would need to be massively cut, including discretionary spending and non-discretionary entitlement spending.
In terms of federal government spending, Perry’s plan theoretically would balance the budget in 2020, end all earmarks, reform entitlement spending for Social Security and Medicare, and limit government spending outlays to 18 percent of the Gross Domestic Product (GDP). Perry would propose to amend the Constitution to require balanced budgets.
Steve Forbes, who twice ran for the Republican presidential nomination on a proposed 17 percent flat tax, is Perry’s chief adviser for the optional flat tax plan.
Club for Growth president Chris Chocola said “Rick Perry’s plan for tax reform would be massively pro-growth.”
Perry’s plan is already being compared and contrasted with his two leading rivals for the nomination, Herman Cain and Mitt Romney. Cain’s 9-9-9 tax reform plan would scrap the existing income tax code and replace it and payroll taxes with a flat 9 percent business tax, a flat 9 percent individual tax and a 9 percent national sales consumption tax on the sale of new goods and services.
Cain’s plan is a hybrid of both flat income taxes and a consumption tax. The 9-9-9 plan was designed to be a bridge to the FairTax, which is a national sales tax that would replace all federal income, payroll, capital gains, Alternative Minimum Tax, gift and estate taxes.
Romney has proposed a plan that would cut the tax rates for corporations and personal savings and investment. Romney would eliminate taxes on dividend, interest and capital gains for individuals earning less than $200,000. In the past, Romney has favored a flat tax provided it did not hurt the middle class.
Perry’s tax reform plan is positioned between the bolder Cain plan and the more modest Romney plan. Ron Paul has yet to explicitly disclose his own tax reform plan. Paul has stated he would eliminate the Internal Revenue Service (IRS), permanently close five departments and cut spending by $1 trillion in the first year. This would seem to indicate he might support the FairTax with a lower rate, such as 20 percent or less-call it FairTax Less.

My choice for president is Ron Paul. Why? The American people are asking three important questions of all the candidates. Can I trust this candidate? Was the candidate right on the economic issues in the past? Does the candidate know what needs to be done to get America growing and working again? For Paul the American people find the answers to these questions to be yes.
I greatly respect the character, honesty and integrity of Paul. As an economist and former financial advisor, I am equally impressed that Paul not only predicted the recent financial crisis, he understood its’ causes. In an article entitled Predictions, dated April 26, 2002, Paul said, “In the next decade the American people will become poorer and less free, while they become more dependent on the government for economic security.” He knows what needs to be done to lead the U.S. economy back to high rates of economic growth and employment–reduce the size and scope of the federal government.

In just three years, President Barack Obama and the Democratic Party-controlled House and Senate ran up massive budgetary deficits and debt totaling more than $4 trillion. The United States is broke. The American people are searching for a fiscally responsible president that will balance the government’s budget and establish the necessary economic conditions for the creation of more than 30 million full-time jobs.
Federal government spending outlays are largely for warfare and welfare entitlements. This spending encourages businesses and individuals to become dependent upon the government for contracts and handouts. From less than 3 percent of the Gross Domestic Product prior to 1930, federal government spending outlays have increased in percentage terms by more than eight-fold to more than 24 percent of GDP.
On Oct.17 in Las Vegas, the day before the Republican debates, presidential candidate Ron Paul unveiled his economic “Plan to Restore America” to peace and prosperity by limiting the size and scope of the federal government. Paul would stop foreign wars and bring the troops home from Afghanistan and Iraq, eliminate all foreign aid, reduce the federal government’s budget by $1 trillion in the first year, abolish all corporate subsidies, reduce the federal labor force by 10 percent and permanently close the Departments of Commerce, Education, Energy, Interior, and Housing and Urban Development. For most of the remaining departments, their budget outlays would be frozen. The federal budget would be balanced in three years in fiscal year 2015.
Paul would also shut down the Transportation Security Agency (TSA), currently part of the Department of Homeland Security, both of which were created after the 9/11 terrorist attacks. The airlines would have the responsibility for security and screening passengers that are boarding their aircraft.
In the tax policy area, Paul would extend the Bush tax rate cuts, eliminate estate taxes, allow U.S. companies operating abroad to repatriate their capital without additional taxation and reduce the highest corporate tax rate in the world from 35 percent to a more competitive 15 percent. Paul wants to reform the existing income tax code by going to a much simpler and fairer tax system. He would eliminate the Internal Revenue Service (IRS).
In the past, Paul has indicated his support for the FairTax. This tax reform proposal would eliminate the IRS and replace all federal income taxes including the corporate, personal, payroll (Social Security and Medicare), capital gains, alternative minimum, gift and estate taxes with one broad-based national retail sales consumption tax on the sale of all new goods and services. The FairTax has a progressive tax refund feature called a prebate. Every month, each American citizen including children would receive from the federal government a prebate to pay for the upcoming month’s sales tax on life’s necessities such as food and clothing.
If the personal income tax is eliminated, how does Paul’s plan pay for the federal government? A 15 percent corporate income tax and payroll taxes would simply not bring in enough revenues to pay for an even down-sized federal government.
Recently, Paul indicated that he is against Herman Cain’s 9-9-9 tax reform plan, particularly the proposed new national sales tax. Under Cain’s plan, the existing income and payroll taxes would be eliminated and replaced with a flat 9 percent business income tax, a flat 9 percent personal income tax, and a 9 percent national sales tax. Cain argues that his proposal is a bridge to the eventual passage of the FairTax.
Is Paul still in favor of the FairTax? If the answer is no, then how would Paul’s plan pay for government spending or outlays exceeding corporate income and payroll tax revenue or receipts? Paul’s plan does not answer this question. I hope Paul again reiterates his support of the FairTax. Paul could come out with a modified FairTax proposal, call it FairTax Less, where the actual FairTax tax rate declines each year as government becomes smaller and the budget is balanced.
Those already receiving Social Security, Medicare and veteran entitlements or approaching qualification for these programs will not be affected.The plan honors the promises the federal government has made to seniors and veterans. However, Paul provides those younger than 25 with the option to leave these programs. This is a very popular option with the young, as well as many Americans that would also like this option.
Paul calls for a full audit of the Federal Reserve System, the U.S. central bank. However, his proposal does not call for ending the Fed. The proposal does support legislation that would permit competing currencies to stabilize inflation and strengthen the purchasing power of the dollar.
Like most of the other Republican candidates for president, Paul would immediately repeal both the Patient Protection and Affordable Care Act, better known as Obama Care, and the Dodd–Frank Wall Street Reform and Consumer Protection Act, which would add several more regulatory agencies and hundreds of regulatory rules.
Small and medium-size businesses and community banks have pointed to these two new laws as creating massive business uncertainty and higher business costs that will be paid for by the consumer. Businesses are not growing and creating enough jobs each month to reduce the unemployment rate below 9 percent. Today, more than 25 million Americans are searching for a full-time job.
Paul would also repeal the Sarbanes-Oxley Act, which was passed in 2002. The law is considered by many as a very costly intrusion into corporate management. Sarbanes-Oxley has not prevented fraud but has dramatically reduced the number of new public companies created and put U.S. companies at a competitive cost disadvantage with foreign companies.
The Plan to Restore America does differentiate Paul from the other Republican presidential candidates for having a very specific plan to cut government spending and balance the budget. The Republican Party establishment candidates, Mitt Romney and Rick Perry, will be hard pressed to come up with a comparable plan.
Instead, they and their cheerleaders in the party establishment and media will first ignore the economic plan, and then attack it. Yet, the fiscal year 2012 Republican House Budget has an estimated deficit of about $1 trillion and will not balance until the late 2030s. Both the Republican Party and Obama’s Democratic Party proposed budgets for fiscal year 2012 which are fiscally irresponsible, with estimated deficits of $1 trillion to $1.2 trillion.
The Tea Party will cheer Paul’s plan and most likely vote for him. Many Democrats, Republicans and independents who are searching for a job and a fiscally responsible president will vote for him. Paul now needs to break into the national polls with the same impressive numbers he has received in many straw polls he has won across the nation. Once this happens, he will be the front-runner.
Paul has money, organization, message, momentum, and ambition or MOMMA. The only open question is, does he have enough of each to win the nomination. I think he does. By mid-March the only candidates in serious contention for the presidential nomination will be the Republican establishment candidate, Mitt Romney and the Republican constitutional candidate, Ron Paul.

Dealing with Long-term Unemployment
President Obama made history in September when he decisively beat President Reagan’s record for the worst U.S. economy since the Great Depression, in terms of unemployment. The first Friday of every month at 7:30 a.m., the Department of Labor, Bureau of Labor Statistics (BLS), publishes the Employment Situation, as it did on Oct. 7. The BLS reported that the unemployment rate in September remained unchanged at 9.1 percent, with 14 million Americans unemployed. This is more than the estimated 13 million Americans unemployed in the worst month of the Great Depression, March 1933.
Since 1948, the BLS has been publishing the monthly unemployment rate statistics known to economists as U3 or the headline unemployment rate.

For this 63 year post-World War II period Reagan held the record of 27 months for the longest and worst U.S. economy in terms of unemployment rates exceeding 8 percent.

Obama has decisively surpassed Reagan’s record with 32 months of the unemployment rate above 8 percent.The U.S. economy’s unemployment rate is expected to remain over 8 percent for the next 12 to 24 months.

While the U3 headline unemployment rate number gets the attention of most journalists, among economists and investment analysts the U6 total unemployment rate gets more attention. It includes people who want to work full time but have been unable to find work. The U6 unemployment rate increased from 16.2 percent in August to 16.5 percent in September. This represents more than 25.4 million unemployed and underemployed Americans.
Unlike the U3 unemployment rate, the U6 unemployment rate includes marginal attached workers including discouraged workers and individuals who are working part time but looking for full-time employment.
The BLS defines marginally attached workers as “persons not in the labor force who want and are available for work, and who have looked for a job sometime in the prior 12 months (or since the end of their last job if they held one within the past 12 months), but were not counted as unemployed because they had not searched for work in the 4 weeks preceding the survey.”
Discouraged workers are marginally attached workers who are not currently looking for work because there are no jobs available or there are none for which they would qualify.
What is even worse for those searching for a job is the average weeks unemployed has more than doubled from 19.9 weeks in January 2009 to 40.5 weeks in September 2011. During the Reagan years the average weeks unemployed in January 1981 was 14.3 weeks and peaked at 21.2 weeks in July 1983 and fell to 7.3 weeks in January 1985.
In September, 103,000 new jobs were created as reported in the BLS’s Establishment Survey Data. For the last six months an average of 72,000 new jobs were created monthly compared with 161,000 for the seven months prior to April 2011. The U.S. economy needs to create between 250,000 to 300,000 new jobs each month to reduce the unemployment rate by .1 percent.
Every month high school and college students, graduates and dropouts enter the labor force for the first time. In order to keep the unemployment rate unchanged, the U.S. economy needs to create a minimum of 100,000 to 150,000 new jobs each month to absorb new entrants into the labor market. The September unemployment rate among teenagers was 24.6 percent.
The U.S. economy is on the brink of another recession with the real Gross Domestic Product growth rate approaching zero. For the next 6 to 12 months many economists are predicting the unemployment rate will rise from 9.1 percent to over 10 percent before falling back down under 9 percent in the following 12 months.
Reagan’s Economic Recovery Tax Act (ERTA) of 1981 reduced tax rates by about 25 percent, one of the largest cuts in the postwar period. Taxes were cut again with the Tax Reform Act of 1986, which reduced tax rates, broadened the tax base and eliminated many deductions. The top marginal individual income tax rates were reduced from 70 percent to 28 percent as a result of the 1981 and 1986 bills.
In 1981 the top 1 percent of all taxpayers paid 17.58 percent of all personal income taxes. By 1988 the top 1 percent of all taxpayers paid 27.58 percent of all taxes.
Reagan’s economic policies resulted in a robust economic recovery, with a record growth in private sector jobs. At the start of the Reagan administration in January 1981, the unemployment rate was 7.5 percent. At the end of the Reagan administration in January 1989, the unemployment rate was 5.4 percent . The Reagan economic expansion was the second longest in U.S. economic history, surpassed only by the one which began in 1991 by George H.W. Bush.
Obama’s proposed $447 billion American Jobs Act provides a temporary one-year cut in payroll taxes and more government spending to be paid for by permanent increases in tax rates. Obama’s first jobs or stimulus package of $787 billion, the American Recovery and Reinvest Act of 2009, was supposed to create jobs and keep the unemployment rate less than 8 percent.
The Congressional Budget Office on Oct. 7 released their estimates of the impact of the American Jobs Act. For fiscal years 2012 and 2013, it would increase the deficit by $284.8 billionand $110.6 billion respectively. President Barack Obama continues his failed economic policies of more and more deficit spending.
This has resulted in unprecedented and massive budget deficits in Fiscal Years 2009, 2010, and 2011 of $1.41 trillion, $1.29 trillion and $1.3 trillion respectively. This is a total of $4 trillion in deficit spending and an increase in the national debt in just three years under the Obama administration and Democratic Party control of both the House of Representatives and Senate.This is the height of fiscal irresponsibility.
The vast majority of the American people want federal government spending and taxes cut, budgets balanced and the unemployment rate brought down to under 4 percent. Instead, Obama wants to repeat his economic policy mistakes. This does not bode well for Obama’s chances of being re-elected president for a second term.

THE EMPLOYMENT SITUATION -- SEPTEMBER 2011
Nonfarm payroll employment edged up by 103,000 in September, and the unemployment
rate held at 9.1 percent, the U.S. Bureau of Labor Statistics reported today. The
increase in employment partially reflected the return to payrolls of about 45,000
telecommunications workers who had been on strike in August. In September, job gains
occurred in professional and business services, health care, and construction.
Government employment continued to trend down.
Household Survey Data
The number of unemployed persons, at 14.0 million, was essentially unchanged in
September, and the unemployment rate was 9.1 percent. Since April, the rate has held
in a narrow range from 9.0 to 9.2 percent. (See table A-1.)
Among the major worker groups, the unemployment rates for adult men (8.8 percent),
adult women (8.1 percent), teenagers (24.6 percent), whites (8.0 percent), blacks
(16.0 percent), and Hispanics (11.3 percent) showed little or no change in September.
The jobless rate for Asians was 7.8 percent, not seasonally adjusted. (See tables A-1,
A-2, and A-3.)
The number of long-term unemployed (those jobless for 27 weeks and over) was 6.2
million in September. These individuals accounted for 44.6 percent of the unemployed.
(See table A-12.)
Both the labor force and employment increased in September. However, the civilian
labor force participation rate, at 64.2 percent, and the employment-population ratio,
at 58.3 percent, were little changed. (See table A-1.)
The number of persons employed part time for economic reasons (sometimes referred to
as involuntary part-time workers) rose to 9.3 million in September. These individuals
were working part time because their hours had been cut back or because they were
unable to find a full-time job. (See table A-8.)
In September, about 2.5 million persons were marginally attached to the labor force,
about the same as a year earlier. (The data are not seasonally adjusted.) These
individuals were not in the labor force, wanted and were available for work, and had
looked for a job sometime in the prior 12 months. They were not counted as unemployed
because they had not searched for work in the 4 weeks preceding the survey. (See table
A-16.)
Among the marginally attached, there were 1.0 million discouraged workers in September,
down by 172,000 from a year earlier. (The data are not seasonally adjusted.)
Discouraged workers are persons not currently looking for work because they believe
no jobs are available for them. The remaining 1.5 million persons marginally attached
to the labor force in September had not searched for work in the 4 weeks preceding the
survey for reasons such as school attendance or family responsibilities. (See table
A-16.)
Establishment Survey Data
Total nonfarm payroll employment edged up by 103,000 in September. Since April, payroll
employment has increased by an average of 72,000 per month, compared with an average
of 161,000 for the prior 7 months. In September, job gains occurred in professional
and business services, health care, and construction. Government employment continued
to trend down. (See table B-1.)
Employment in professional and business services increased by 48,000 over the month and
has grown by 897,000 since a recent low in September 2009. Employment in temporary help
services edged up in September; this industry has added 53,000 jobs over the past 3
months. In September, employment growth continued in computer systems design and in
management and technical consulting services.
Health care employment continued to expand in September, with an increase of 44,000.
Within the industry, job gains occurred in ambulatory health care services (+26,000)
and in hospitals (+13,000).
Construction employment increased by 26,000 over the month, after showing little
movement since February. The over-the-month gain was due to employment increases in the
nonresidential construction industries, which includes heavy and civil construction.
Mining employment continued to trend up in September.
Employment in information was up by 34,000 over the month due to the return of about
45,000 telecommunications workers to payrolls after an August strike.
Manufacturing employment changed little in September (-13,000) and has been essentially
flat for the past 2 months.
Within retail trade, employment declined in electronic and appliance stores (-9,000)
in September. Employment in wholesale trade, transportation and warehousing, financial
activities, and leisure and hospitality changed little.
Government employment continued to trend down over the month (-34,000). The U.S.
Postal Service continued to lose jobs (-5,000). Local government employment declined
by 35,000 and has fallen by 535,000 since September 2008.
The average workweek for all employees on private nonfarm payrolls edged up by 0.1
hour over the month to 34.3 hours following a decrease of 0.1 hour in August. The
manufacturing workweek edged down by 0.1 hour in September to 40.2 hours. Factory
overtime increased by 0.1 hour to 3.2 hours. The average workweek for production and
nonsupervisory employees on private nonfarm payrolls edged up by 0.1 hour to 33.6 hours
in September. (See tables B-2 and B-7.)
In September, average hourly earnings for all employees on private nonfarm payrolls
increased by 4 cents, or 0.2 percent, to $23.12. This increase followed a decline of
4 cents in August. Over the past 12 months, average hourly earnings have increased by
1.9 percent. In September, average hourly earnings of private-sector production and
nonsupervisory employees increased by 3 cents, or 0.2 percent, to $19.52. (See tables
B-3 and B-8.)
The change in total nonfarm payroll employment for July was revised from +85,000 to
+127,000, and the change for August was revised from 0 to +57,000.

Segment 0: Let a 1,000 Apples Bloom: Creating Unbelievable Products, Wealth and Jobs–Videos
On April Fools’ Day 1976, Steve Jobs and his friend Steve Wozniak founded Apple Computer. Over the next 35 years, Apple shipped many successful and not so successful products.
Jobs was very publicly forced out of Apple in 1985 by the board of directors. He started NeXT in 1985; and in 1996, Jobs sold NeXT to Apple for $400 million and was appointed informal advisor to Apple’s CEO Gil Amelio. In 1997 Jobs became Apple’s interim CEO when Amelio was ousted.
However, it was not until the return of Apple’s visionary and inspiring founder Jobs that the company experienced its greatest period of growth and success in the marketplace.
Apple introduced several bestselling products, including the iMac, iPod, iPhone, iBook and iPad. Apple started shipping the iPhone 4S, the fifth generation of the iPhone, on Oct. 14. Consumer demand for this touchscreen slate smartphone was described by AT&T as “extraordinary.” Apple’s success was based on the ability to define and dominate new markets including mobile phones, personal tablets and portable music players and legal downloads.
Apple’s success in selling products that are unbelievably popular with consumers has resulted in the creation of wealth and jobs. In May 2010, Apple’s market capitalization or the value of its outstanding stock edged past its longtime rival Microsoft more than $3 billion for the first time. Last June, Apple’s market value of $317.6 billion exceeded the combined market value of Intel at $115.2 billion and Microsoft at $201.6 billion. As of September, Apple was the largest publicly traded company by market capitalization in the world.
The company has grown from a two-person startup in 1976 to more than 50,000 employees. Serious investors in a company such as Apple invariably read and analyze its annual reports and Form 10-K filings with the Securities and Exchange Commission (SEC). The importance of the many thousands employees who work for Apple is captured in a single short section contained in Apple’s 2010 filling with the SEC under the headline:
“The Company’s success depends largely on the continued service and availability of key personnel.
Much of the Company’s future success depends on the continued availability and service of key personnel, including its CEO, its executive team and highly skilled employees in technical, marketing and staff positions. Experienced personnel in the technology industry are in high demand and competition for their talents is intense, especially in theSilicon Valley, where most of the Company’s key personnel are located. There can be no assurance that the Company will continue to attract and retain key personnel.”
Steve Jobs died on Oct. 5, after an eight-year battle with pancreatic cancer.
Jobs will be remembered most for the great products Apple provided consumers. He will also be remembered by the past and current employees of Apple who benefited directly from the wealth and opportunities that Apple produced under his visionary and inspiring leadership.
Very few companies are as successful and huge as Apple and even fewer that last 100 years. Only time we tell whether Steve Job’s vision for great products will continue into the future.
Today, with more than 25 million Americans seeking full-time employment, what America truly needs is to let 1,000 Apples bloom. Jobs would say that would be “huge” and “unbelievable” for “mere mortals” and “wouldn’t it be great.” “Pretty cool, huh.”

Gun-Running Timeline: How DOJ’s ‘Operation Fast and Furious’ Unfolded
“…In this operation, which began in the fall of 2009 and continued into early 2011, the federal government purposefully allowed known or suspected gun smugglers to purchase guns at federally licensed firearms dealers in Arizona. The government did not seek to abort these gun purchases, intercept the smugglers after the purchases, or recover the guns they had purchased.
In some cases, as the government expected they would, the smugglers delivered the guns to Mexican drug trafficking organizations.
The reported purpose of the operation was to track and uncover the entirety of the smuggling operations so they could be completely shutdown. However, two rifles sold to a smuggler in the course of Operation Fast and Furious in January 2010 ended up at the scene of the murder of U.S. Border Patrol Agent Brian Terry in December 2010.
The House Government Reform and Oversight Committee, chaired by Rep. Darrell Issa (R.-Calif.), and Sen. Charles Grassley (R.-Iowa), the ranking member of the Senate Judiciary Committee, are currently investigating the operation.
Here is a timeline based on information the congressional investigation has so far uncovered.
Operation Fast and Furious Timeline:
September 2009 – Jan. 8, 2010: A Jan. 8, 2010 briefing paper from the ATF Phoenix Field Division Group VII says: “This investigation has currently identified more than 20 individual connected straw purchasers.” It further says: “To date (September 2009 – present) this group has purchased in excess of 650 firearms (mainly AK-47 variants) for which they have paid cash totaling more than $350,000.”
October 2009: The ATF’s Phoenix Field Division establishes a gun trafficking group called Group VII. Group VII initially began using the strategy of “gunwalking,” or allowing suspects to walk away with illegally purchased guns, according to a report by the House Oversight and Government Reform Committee and the staff of Sen. Charles Grassley (R-Iowa), ranking member of the Senate Judiciary Committee.
“The purpose was to wait and watch, in hope that law enforcement could identify other members of a trafficking network and build a large, complex conspiracy case,” the report says. It goes on to say: “Group VII initially began using the new gunwalking tactics in one of its investigations to further the Department’s strategy. The case was soon renamed ‘Operation Fast and Furious.’”
Nov. 25, 2009: The ATF began conducting surveillance of Jaime Avila as early as this date, according to the congressional report.
Early December 2009: “It should be noted that since early December, efforts to ‘slow down’ the pace of these firearms purchases have succeeded and will continue but not to the detriment of the larger goal of the investigation,” the ATF briefing paper from Jan. 8, 2010 says. “It should also be noted that the pace of firearms procurement by this straw purchasing group from late September to early December 2009 defied the ‘normal’ pace of procurement by other firearms trafficking groups investigated by this and other field divisions. The ‘blitz’ was extremely out of the ordinary and created a situation where measures had to be enacted in order to slow this pace down in order to perfect a criminal case.”
Jan. 4-Jan. 8, 2010: There were three recorded phone calls during this period “between the most prolific suspected straw-purchaser and the Federal Firearms Licensee (FFL),” according to the ATF briefing paper. “These conversations have been to schedule future purchases of AK-47 variant riffles. The anticipated purchase is about forty (40) rifles.”
Jan. 5, 2010: ATF agents met with Assistant U.S. Attorney for the District of Arizona Emory Hurley, the lead prosecutor in the matter, according to the briefing paper. The briefing paper says: “a determination was made that there was minimal evidence at this time to support any type of prosecution; therefore, additional firearms purchases should be monitored and additional evidence continued to be gathered.”
Further, US Attorney for the District of Arizona Dennis Burke was briefed on this day. Burke “concurs with the assessment of his line prosecutors and fully supports the continuation of the investigation,” the briefing paper says. The paper goes on to say that then head of the ATF Phoenix Field Division, Special Agent in Charge William Newell, “has repeatedly met with the USA Burke regarding the on-going status of this investigation and both are in full agreement with the current investigative strategy.”
Jan. 8, 2010: The aforementioned briefing paper from the ATF Phoenix Field Division sheds further light on the operation:
–The paper makes clear: “Currently our strategy is to allow the transfer of firearms to continue to take place, albeit at a much slower pace, in order to further the investigation and allow for the identification of additional co-conspirators who would continue to operate and illegally traffic firearms to Mexican DTOs [Drug Trafficking Organizations].”
–The ATF worked with the Drug Enforcement Administration (DEA) in Phoenix Ariz. “Surveillance operations are now being coordinated with information being obtained from the REDACTED. This is being coordinated out the of the Phoenix OCDETF Strike Force, of which Phoenix Group VII is a full-time member.”
–“There have been five notable seizure events connected with this group, and approximately 53 firearms originally purchased by this group have been recovered. Three of these seizures have been in the Country of Mexico, one recovery in Douglas, AZ, and one recovery in Nogales, AZ. The U.S. recoveries were both believed to be destined for Mexico. It should be noted however that there has been one seizure in the Phoenix areas related to the ongoing DEA narcotics trafficking investigation.”
–“The seizures referenced above were not from any member of the targeted group of straw purchasers identified in this investigation. Rather they were from Hispanic individuals (both male and female) whose association with our target group is currently unknown.”
–“The ultimate goal is to secure [REDACTED] to identify and prosecute all co-conspirators of the DTO to include the 20 individual straw purchasers, the facilitators of the distribution cell centered here in Phoenix, the transportation cells taking firearms South, and ultimately to develop and provide prosecutable information to our Mexican law enforcement counterparts for actions.”
Jan. 15, 2010: A joint strategy meeting was planned for this day, according to the Jan. 8, 2010 ATF document, with the representatives from the ATF, the DEA and Immigration and Customs Enforcement (ICE).
Jan. 16, 2010: Jaime Avila purchased three Romarm 7.62 rifles from Lone Wolfe Trading Company near Glendale, Ariz. According to the report, he also bought guns illegally in April and June of 2010.
Jan. 26, 2010: Operation Fast and Furious receives funding from the Justice Department’s Organized Crime Drug Enforcement Task Force (OCDETF)
March 10, 2010: A memo from Assistant Attorney General for the Criminal Division Lanny A. Breuer authorizes a wire tap application as part of Operation Fast and Furious. The memo on the authorization was sent to Paul M. O’Brien, director of the Office of Enforcement Operation for the Criminal Division and to Emory Hurley, Assistant U.S. Attorney for the District of Arizona and the lead prosecutor in the operation.
March 10, 2010: An internal e-mail from George T. Gillett Jr., assistant special agent in charge to supervisor Voth and others said that ATF Acting Director Melson and ATF Deputy Director Billy Hoover “are being briefed weekly on this investigation and the recent success with REDACTED so they are both keenly interested in case updates.”
March 11, 2010: An e-mail from Voth to Gillett, with the subject line “Director’s questions” said, “Here are anwers to what I understand the director’s questions to be. More detail can be provided upon request. I thought it best to start brief. 1.) IP Addresses for Pole Cameras: REDACTED User ID: REDACTED password: REDACTED This must be monitored from a stand-alone computer as ATF Network bandwidth does not permit continuous monitoring.” In a news release in June, Rep. Issa said, “With this information, Acting Director Melson was able to sit at his desk in Washington and himself watch a live feed of straw buyers entering the gun stores and purchasing dozens of AK-47 variants.”
March 12, 2010: David Voth, the Phoenix Group VII supervisor, sent an e-mail addressing the divide between field agents who wanted to halt the operation and the chain of command who supported the operation.
“Whether you care or not people of rank and authority at HQ are paying close attention to this case and they also believe we (Phoenix Group VII) are doing what they envisioned the Southwest Border Groups doing,” Voth’s e-mail said. “It may sound cheesy, but we are ‘The Tip of the ATF spear’ when it comes to Southwest Border Firearms Trafficking. We need to resolve our issues at this meeting. I will be damned if this case is going to suffer due to petty arguing, rumors or other adolescent behavior. If you don’t think this is fun you’re in the wrong line of work–period.”
The Voth e-mail continued: “This is the pinnacle of U.S. law enforcement techniques. After this, the tool box is empty. Maybe the Maricopa County Jail is hiring detention officers and you can get paid $30,000 (instead of $100,000) to serve lunch to inmates all day.”
April 2, 2010: David Voth, the Phoenix Group VII supervisor, sent an e-mail to a redacted recipient that says: “Our subjects purchased 359 firearms during the month of March alone, to include numerous Barrett .50 caliber riffles. I believe we are righteous in our plan to dismantle this entire organization and to rush in to arrest any one person without taking in to account the entire scope of the conspiracy would be ill advised to the overall good of the mission.”
April 12, 2010: An e-mail from Voth to Gillett says that the next day, the ATF Deputy Assistant Director for Field Operations William McMahon will get a briefing on the operation.
Dec. 14, 2010: U.S. Border Patrol Agent Brian Terry, 40, was murdered in Rio Rico, Ariz., by suspected operatives of a Mexican drug-smuggling organization. Police arrested four suspects in the murder.
Dec. 15, 2010: An e-mail exchange among ATF agents at 7:45 p.m. confirmed that the two of the weapons that Jaime Avila had purchased in January 2010 as part of Operation Fast and Furious were found at Terry’s murder scene. The names on the e-mail were redacted.
“The two firearms recovered by ATF this afternoon near Rio Rico, Arizona, in conjunction with the shooting death of U.S. Border Patrol agent Terry were identified as ‘Suspect Guns’ in the Fast and Furious investigation [REDACTED],” the e-mail says. The e-mail stated the guns and serial numbers, and said: “I initiated an urgent firearms trace request on both of the firearms and then contacted the NTC to ensure the traces were conducted today.”
December-January 2010: “According to Acting Director Melson, he became aware of this startling possibility [that guns were being smuggled into Mexico with the awareness of the ATF] only after the [December] murder of Border Patrol Agent Brian Terry and the[ January] indictments of the straw purchasers, which we now know were substantially delayed by the U.S. Attorney’s Office and Main Justice,” says a July 5, 2011 letter from Sen. Grassley and Rep. Issa to Attorney General Holder.
Jan. 8, 2011: U.S. Rep. Gabrielle Giffords is shot while meeting with constituents in Tucson. ATF agents were initially worried she might have been shot by a gun sold through Operation Fast and Furious. This turned out not to be the case. However, Pete Forcelli, a group supervisor with the ATF Phoenix Field Division who had warned about potential dangers of the program, told congressional investigators that after Terry was murdered many agents were on edge. “And then there was a sense like every other time, even with Ms. Giffords’ shooting, there was a state of panic, like, oh, God, let’s hope this is not a weapon from that case.”
Jan. 19, 2011: Operation Fast and Furious results in the indictment of 20 straw purchasers, including Jaime Avila. That is the same number of straw purchasers that the ATF had identified as long as a year before this indictment. The Jan. 8, 2010 ATF briefing paper on the operation had said its goal was to prosecute “the 20 individual straw purchasers, the facilitators of the distribution cell centered here in Phoenix, the transportation cells taking firearms South.” The indictment focused on the straw purchasers failing to provide accurate information on ATF Form 4473, which a purchaser must complete truthfully when buying a gun. According to the congressional report, the ATF had known that most of the indicted straw purchasers were in fact straw purchasers before Operation Fast and Furious began.
Jan. 25, 2011: Phoenix Special Agent in Charge William Newell held a press conference announcing the indictment of the 20 people as a result of Operation Fast and Furious. When asked if agents purposefully allowed weapons to enter Mexico, Newell says, “Hell, no.”
Jan. 27, 2011: Sen. Charles Grassley (R-Iowa), the ranking member of the Judiciary Committee, wrote a letter to ATF Acting Director Kenneth Melson that said: “Members of the Judiciary Committee have received numerous allegations that the ATF sanctioned the sale of hundreds of assault weapons to suspected straw purchasers, who then allegedly transported these weapons throughout the southwestern border area and into Mexico. According to these allegations, one of these individuals purchased three assault rifles with cash in Glendale, Arizona on January 16, 2010. Two of the weapons were then allegedly used in a firefight on December 14, 2010 against Customs and Border Protection (CBP) agents, killing CBP Agent Brian Terry.”
Grassley requested that the ATF brief his staff on the matter.
Jan. 31, 2011: Grassley wrote a second letter to Melson that says whistleblowers were being targeted in the agency. “This is exactly the wrong sort of reaction for the ATF. Rather than focusing on retaliating against whistleblowers, the ATF’s sole focus should be on findding and disclosing the truth as soon as possible.”
The Grassley letter continued, “As you may be aware, obstructing a Congressional investigation is a crime. Additionally, denying or interfering with employees’ rights to furnish information to Congress is also against the law. Federal officials who deny or interfere with employees’ rights to furnish information to Congress are not entitled to have their salaries paid by taxpayers’ dollars. Finally, ATF personnel have Constitutional rights to express their concerns to Congress under the First Amendment.”
Feb. 1, 2011: In a story headlined, “Claims tie ATF sting to guns in shootout,” The Arizona Republic reported on Grassley’s pending investigation and on the whistleblower’s allegations. Other media, such as The Washington Post and the Los Angeles Times reported on this in the following days.
Feb. 4, 2011: Assistant Attorney General Ronald Weich wrote Grassley denying that the Justice Department knowingly “sanctioned” the sale of guns to people they believed were going to deliver them to Mexican drug cartels.
“At the outset, the allegation described in your January 27 letter–that ATF ‘sanctioned’ or otherwise knowingly allowed the sale of assault weapons to a straw purchaser who then transported them to Mexico–is false,” Weich wrote. “ATF makes every effort to interdict weapons that have been purchased illegally and prevent their transportation to Mexico.”
Feb. 15, 2011: Immigration and Customs Enforcement Agent Jaime Zapata is murdered in Mexico. The Associated Press later reported (on Feb. 28), based on an unnamed source, that the weapon used to kill Zapata “was shipped through Laredo with the possible knowledge of the ATF.” The story continued that “the feds were already investigating the suspects when the gun was sent to Mexico.” The matter was separate from Operation Fast and Furious, but was under the same umbrella as part of the larger Project Gunrunner.
Feb. 23, 2011: CBS Evening News airs its first piece on Operation Fast and Furious that includes interviews with ATF whistleblowers who say they warned supervisors of potential problems.
March 8, 2011: The Justice Department informed Sen. Grassley that the matter would be reviewed by the DOJ’s Office of Inspector General. In a letter to Grassley, Assistant Attorney General Weich wrote, “We appreciated your continuing concern about this matter. We have referred your letters to and the attached documents to the Department’s Office of Inspector General.”
March 10, 2011: At a hearing of the Senate Appropriations Subcommittee on Commerce, Justice, Science and Related Agencies, Sen. Kay Bailey Hutchinson (R-Texas) asked Holder about the matter.
“What is your view now on that particular program? And I know that you’ve asked for an IG study of it, but tell me if you think that that program should be continued. Is it the correct use of the Project Gunrunner subprogram, I guess? Because it–of course, it’s a great concern.”
Holder responded, “Well, first, I’d say that, you know, the mission of ATF and the mission to which they are dedicated is to stop the flow of guns into Mexico and to people who shouldn’t have guns here in the United States. And that is the focus of ATF, and it is why ATF agents serve bravely in Mexico and in this country, and I think do a great job. It is true that there have been concerns expressed by ATF agents about the way in which this operation was conducted and I took those allegations, those concerns, very seriously, and asked the inspector general to try to get to the bottom of it. An investigation, an inquiry, is now under way.
“I’ve also made clear to people in the department that letting guns walk–I guess that’s the term that the people use–that letting guns walk is not something that is acceptable. Guns are different than drug cases or cases where we’re trying to follow where money goes. We cannot have a situation where guns are allowed to walk, and I’ve made that clear to the United States attorneys as well as the agents in charge in the various ATF offices.”
March 11, 2011: The Contra Costa Times and other news organizations reported that the Mexican attorney general’s office, known as the PGR, issued a statement that Mexican authorities were aware of the U.S. anti-gun operation that allowed smugglers to buy weapons under watch of U.S. agents, but that the Mexican government “had no knowledge of the existence of an operation that might include the transgression or controlled trafficking of arms to Mexican territory.” The statement continued, “The government of Mexico has not given nor will it give its authorization, tacit or express, under any circumstance, for that to occur.”
March 22, 2011: President Barack Obama was asked about Operation Fast and Furious on Univision, a Spanish language network.
“Well, first of all, I did not authorize it,” Obama told Univision. “Eric Holder, the attorney general, did not authorize it. There may be a situation here in which a serious mistake was made. If that’s the case, then we’ll find– find out and we’ll hold somebody accountable.”
March 2011: ATF Acting Director Kenneth Melson says “he told the Office of Deputy Attorney General at the end of March that the Department needed to reexamine how it was responding to the request for information from Congress,” according to a July 5 letter from Rep. Issa and Sen. Grassley to Attorney General Holder.
May 3, 2011: Holder testified to the House Judiciary Committee. Rep. Darrell Issa (R-Calif.) and Holder had an exchange about Operation Fast and Furious. Under questioning from Issa, Holder said he was not sure of the exact date he first heard of the operation, but said it was “probably … over the last few weeks.” Holder also could not say who authorized the operation.
Issa asked: “When did you first know about the program officially, I believe, called Fast and Furious? To the best of your knowledge, what date?”
Holder answered: “I’m not sure of the exact date, but I probably heard about Fast and Furious for the first time over the last few weeks.”
Issa followed: “Now that you’ve been briefed on it, the president has said on March 22 that you didn’t authorize it. Did your deputy attorney general, James Cole, authorize it?”
Holder answered: “I’m sorry. That would be?”
Issa repeated: “The deputy attorney general, James Cole.”
Holder again acted puzzled: “Did he — I didn’t hear. Did he?”
Issa completed the question: “Did the deputy attorney general authorize it?”
Holder finally gave a less than clear answer: “My guess would be no. Mr. Cole, I don’t think, was in the—I–I think–I don’t think he was in the department at the time that operation started.”
Issa went on to ask: “How about the head of the Criminal Division, Lanny Breuer?”
Holder answered, “I’m not sure.”
Issa followed; “Did he authorize it?”
Holder responded: “I’m not sure whether Mr. Breuer authorized it. I mean, you have to understand the way in which the department operates. Although there are–there are operations, this one has become–has gotten a great deal of publicity.”
Issa later asked: “Do you stand by this program? In other words–and it’s not a hypothetical, really–if you knew this program, knew about this program 90 days ago, 180 days ago, would you have allowed it to continue? And if not, then what are you going to do about the people who did know and allowed it to continue?”
Holder answered: “Well, what I have told people at the Department of Justice is that under no circumstances in any case that any investigation that we bring should guns be allowed to be distributed in an uncontrolled manner.”
Issa followed: “So that would be cognizant with the March 9th letter from Deputy Attorney General James Cole in which he says that we should not design or conduct undercover operations which include guns crossing the border. If we have knowledge that guns are about to cross the border, we must take immediate action to stop the firearms from crossing the border, and so on. That’s–that’s your policy today.”
Holder says: “That has–that is our policy. That has totally been the policy that I tried to impose.”
Issa then asked: “And isn’t Fast and Furious inconsistent with that policy?”
Holder answered: “Well, that’s one of the questions that we’ll have to see whether or not Fast and Furious was conducted in a way that’s consistent with what Jim wrote there, what I have said today. And that’s what the inspector general is, in fact, looking at.”
June 16, 2011: Issa told CNSNews.com he believes Holder knew about the operation earlier than he testified.
“We believe he [Holder] was aware of it much earlier than he says in his testimony and questioning before the Judiciary Committee,” Issa said. Issa later added: “Are we confident that Eric Holder knew it much earlier? No. Did he know it earlier than he testified? Absolutely.”
June 15, 2011: The House Oversight and Government Reform Committee, in conjunction with the staff of Sen. Grassley, released a report on Operation Fast and Furious. On that day, the House oversight committee held a hearing on the matter. Four ATF agents testified about their opposition to the operation.
At the hearing, Chairman Issa questioned Assistant Attorney General Ronald Weich about the letter he sent to Sen. Grassley on Feb. 4 in which Weich said it was “false” that the Justice Department had “knowingly allowed the sale of assault weapons to a straw purchaser who then transported them to Mexico.”
“You made a statement in that letter that you signed on the 4th that said: ‘ATF makes every effort to interdict weapons that have been purchased illegally and prevent their transportation to Mexico,” said Issa. “Who prepared that line in your letter? You signed it, who prepared it? Was it you?”
“These letters are the product of the Justice Department,” Weich responded.
“So your signature on that letter doesn’t mean that you know it to be true, is that correct?” asked Issa.
“I take ultimate responsibility,” said Weich.
“Okay,” said Issa. “Isn’t that statement false now with what you know?”
“Obviously, there have been allegations that call into serious question that particular sentence,” said Weich.
“Weren’t there documents that now have been provided and made public that let you know that that statement was false?” asked Issa.
“And that’s why you’re investigating and that’s why we’re investigating,” said Weich.
Replied Issa: “I just take your agreement that those documents indicate that that statement that you signed that someone prepared for your signature were false?
“Congressman, I am not prepared to say that at this time,” said Weich. “Everything that we say is true to the best of our knowledge at the time we say it. As more facts come out, obviously our understanding of the situation is enhanced.”
June 27, 2011: White House Press Secretary Jay Carney could not provide the answer when CNSNews.com asked him for the exact date when President Obama first learned about Operation Fast and Furious. Carney responded, “I’ll have to get back to you. I don’t have an exact date for you.” Carney also did not comment on whether the president believed Acting ATF Director Melson should resign from his position.
June 29, 2011: A reporter asked President Obama about the matter at a White House news conference. Obama responded, “As you know, my attorney general has made clear he certainly would not have ordered gun running to pass through into Mexico. The investigation is still pending. I’m not going to comment on the current investigation. I’ve made very clear my views that that would not be an appropriate step by the ATF, and we’ve got to find out how that happened. As soon as the investigation is complete, appropriate action will be taken.”
July 4, 2011: Acting ATF Director Kenneth Melson and speaks to congressional investigators from the House Oversight and Government Reform Committee and the Senate Judiciary Committee. Melson met with investigators with his personal attorney present—not Justice Department attorneys.
July 5, 2011: Chairman Issa and Sen. Grassley wrote a letter to Attorney General Holder about Melson’s testimony. The letter says Melson “claimed that ATF’s senior leadership would have preferred to be more cooperative with our inquiry much earlier in the process. However, he said that Justice Department officials directed them not to respond and took full control of replying to briefing and document requests from Congress. The result is that Congress only got the parts of the story that the (Justice) Department wanted us to hear. If his account is accurate, then ATF leadership appears to have been effectively muzzled while the DOJ sent over false denials and buried its head in the sand. That approach distorted the truth and obstructed our investigation. The Department’s inability or unwillingness to be more forthcoming served to conceal critical information that we are now learning about the involvement of other agencies, including the DEA and the FBI.”
The Issa-Grassley letter to Holder further says that contrary to earlier denials by the Justice Department, Melson acknowledged that ATF agents had in fact witnessed transfers of weapons from straw purchasers to third parties without following the guns any further. Melson also said that ATF agents carrying out Operation Fast and Furious had been placed under the direction of the Arizona U.S. Attorney’s office. …”

The main reason President Obama came to Dallas Tuesday was to raise money for the Obama Victory Fund 2012 (OVF) at two luncheon events. The Obama campaign goal is to raise $1 billion for the 2012 presidential race.
The first luncheon was scheduled for late Tues morning at the Sheraton Hotel in downtown Dallas. General admission tickets ran $500 per person, VIP tickets, at $2,500, included preferred seating for two. Host tickets are $10,000, included preferred seating for two and a photo reception for two. Obama was scheduled to arrive at Love Field at 11: 20 a.m. and deliver his remarks at 12:25 p.m. at the fundraising luncheon.
Campaign contributors were offered a credit card option to pay for the luncheon tickets and to make campaign contributions, if unable to attend. According to the 2012 barackobama.com website, “The first $5,000 of a contribution to OVF 2012 will be allocated to Obama for America (with the first $2,500 designated for the primary election, and the next $2,500 for the general). The next $30,800 of a contribution will be allocated to the Democratic National Committee. A contributor may designate a contribution for a particular participant. This allocation formula may change if following it would result in an excessive contribution.”
Details of the second fund-raising event (believed to have a much higher price point) were not disclosed to the public except that Obama will deliver his remarks to these campaign contributors about 1p.m. in the Sheraton Hotel.
The secondary reason Obama was in Dallas is to demand passage for his the American Jobs Act (also known as … “son of stimulus.”)
Last week, Senate Majority Whip Dick Durbin (D-Ill.) admitted in an interview on Chicago’s WLS radio station that the Democratic Party does not have enough votes in the Senate to pass Obama’s proposed jobs bill.
Given the Republican Party’s opposition in both the House and Senate to massive tax and spending increases, the likelihood of Obama’s proposed job bill passing is close to zero. The U.S. economy is on the brink of another recession with economic growth rates close to zero and unemployment rates exceeding 9 percent and Obama wants to increase the taxes of business owners who create jobs.
Obama’s proposal would result in more government spending, more taxes, more deficits, more unemployment and a higher national debt. Few politicians of either political party who are up for re-election in 2012 will vote for Obama’s so-called jobs bill. Texans are saying to Obama: no thanks. Obama’s jobs bill will be lucky to avoid the same fate as his massively unbalanced $3.7 trillion fiscal year 2012 budget proposal submitted to Congress in February. That proposal was voted down in the Senate last May by a 0 to 97 votes tally, a truly bipartisan unanimous rejection.
The president was scheduled to visit Eastfield College, part of the Dallas County Community College District (DCCCD), and tour the Children’s Laboratory School on the campus at 2:35 p.m. Obama will deliver remarks at 2:55 p.m. to students, faculty and guests in the Eastfeld College’s gym urging Congress to pass his American Jobs Act .
Eastfield is located in Mesquite, which is in the 5th Congressional district of Republican Congressman Jeb Hensarling. The Congressman is co-chair of the Joint Select Committee on Deficit Reduction, also known as the Super Committee or Super Congress. This committee must issue a recommendation by Nov. 23 to reduce the deficit by at least $1.5 trillion over a 10-year period.
Obama advocates alternative and sustainable energy sources such as more solar panel and wind turbine electrical power generation for the U.S. What is alternative/sustainable energy? It is the process of converting radiation from the sun, wind currents, and other alternative methods to produce electricity.
Eastfield College has a program to train students as technicians needed in every area of alternative/sustainable energy. Students enrolled in the program can earn a Renewable/Sustainable Energy Technician Associate in Applied Sciences Degree for a broad foundation in understanding renewable and sustainable energy sources. There is also a two semester, 35-credit hour certificate program to learn how to install residential and commercial solar or turbine devices.
In 2009, U.S. electrical power industry generation consisted of 44.5 percent coal, 23.3 percent natural gas, 20.2 percent nuclear, 6.8 percent hydroelectric, 1 percent petroleum, 3.6 percent other renewal such as wind turbine and solar and other minor sources, according to the U.S. Energy Information Administration (EIA). The reason less than 4 percent of electrical power in the U.S. is produced by solar panels and wind turbines is their cost of generating electrical power is between three to 10 times more expensive than coal and natural gas, which produces over two-thirds of all U.S. electrical power.
Communist China and India are rapidly expanding their electrical power generation capacity by building both coal and nuclear powered plants. American workers must compete globally for jobs with countries such as Communist China and India with their cheap labor and cheap energy.
Texas businesses face a shortage of skilled technical workers in a number of industries and fields including engineering, mechanical, precision production, and science. To reduce this shortage the Texas Legislature in 2009 approved a $25 million Jobs and Education for Texans (JET) program to provide vocational training for students wanting to become skilled technical workers.
The DCCCD is one of 39 college districts, three state colleges and two public technical colleges to receive JET-funded grants totaling over $10 million to fund training equipment in the last two years. On Sept. 15, Eastfield College received a $147,098 grant from Texas Comptroller Susan Combs, Republican, from the JET program for a 3.5 kilowatt 50-foot wind turbine.
Combs visited Eastfield and said that “Eastfield College’s Alternative and Sustainable Energy training program is helping meet the need in Texas for workers with technical skills to work in this new and rapidly growing sector of the energy industry.”
Dr. Chuck Dale, Chairman of Electronics and Electronic Systems Technology, said that “without the JET grant, I do not believe Eastfield College, in these troubled financial times, could afford to equip a renewable energy program.”
On Aug. 27, the turbine was installed on the west side of the T building. The turbine was paid for by the JET grant and a matching college grant. The wind turbine will be used in the training program and power part of the college’s electrical system.
Texas taxpayers are paying for students to learn how to install wind turbines and solar panels for homes and businesses. The money could have been better spent learning how to design, build and maintain coal, natural gas and nuclear power plants that produce over 88 percent of the electrical power in the U.S.
The Obama administration has recently faced considerable criticism from the Oversight Subcommittee of the House Energy and Commerce Committee for approving a $535 million loan-guarantee for Solyndra under the first jobs or stimulus package, the American Recovery and Reinvestment Act of 2009. The company manufactured solar panels but ceased operation in August and declared bankruptcy in early September. This resulted in a loss to American taxpayers approaching $500 million.
The loan-guarantee was expedited and approved by the Obama administration in early March 2009. One of the major investors in Solyndra was George Kaiser who according to Forbes magazine is the 87th richest person on the planet with a net worth of just under $10 billion. Mr. Kaiser was a major contributor of $53,500 and bundler of numerous smaller contributions to the Obama 2008 campaign. The time has come for Congress to appoint a special prosecutor to investigate this pay-for-play crony capitalism pay-off scheme.
Obama’s first jobs or stimulus package was supposed to keep the unemployment rate below 8 percent. Like Solyndra, it failed too. In Texas there is a saying, fool me once, shame on you, fool me twice shame on me.
Obama was scheduled to depart Dallas from Love Field about 3:55 p.m. for another campaign stop in St. Louis, Missouri, to collect even more campaign contributions. Obama needs every penny for his 2012 propaganda campaign because the U.S. economy is heading into another recession with unemployment rates predicted to exceed 10 percent and more than 26 million Americans looking for a full-time job.
Many Texans can afford neither a $500 nor $5,000 lunch/photo op. Instead, they may well have borrowed a question from former Vice President candidate Sarah Palin: “How’s tha hopey-changey stuff working out for ya?”

A Texas visit, with Gov. Rick Perry leading the GOP field, is sure to command extra attention, offering the White House and
Obama campaign team a great platform to take on Perry over such things as whether Social Security is an unconstitutional Ponzi scheme and the Fed chairman is a traitor.
Obama also could use the visit to pressure Dallas Rep. Jeb Hensarling , the No. 4 GOP House leader who co-chairs the super committee charged with cutting the debt by Thanksgiving.
But the visit is unlikely to change the fate of Texas’ prize cache of 38 electoral votes. Obama lost Texas by 1 million votes and 11 percentage points in 2008, and probably won’t fare much better in 2012, especially if Perry ends up with the GOP nomination. …”
