77% want illegals sent home, 81% say it’s a serious issue

A huge majority of Americans, 81 percent, believe the newimmigration crisis of unaccompanied children streaming over the U.S.-Mexico border is serious, and almost as many want them gone — some even if it’s not safe to return, according to a new poll.

In an Economist/YouGov.com survey, however, the public isn’t heartless in how they view the plight of the children, with 66 percent expressing sympathy for their situation that drove them north, where U.S. Border Control officers are catching the new arrivals for immigration processing.

But while there is an understanding among many Americans that some of the children are fleeing violence in El SalvadorHonduras and Guatemala, a majority, 57 percent, believe the illegal immigrants are coming to America because they believe “that the U.S. government is or will be granting amnesty to undocumented immigrant children,” said the new poll.

The poll is the latest to show that the nation doesn’t believe the president’s immigration policies are working. And it is proof that most want the flow of illegals into the United States slowed or shut off.

While 77 percent said they want the illegals returned, there are different degrees in how fast it should be done. For example, 10 percent said that Border Control should just return the children to the Mexican border. Another 32 percent said that the children should be returned home “regardless of conditions in their home country,” and 35 percent said they should be returned “only if” conditions are safe.

And for those allowed to stay temporarily, the public is split evenly on whether unaccompanied children should be housed in their state or in another state.

The poll also revealed that the crisis has become a drag on President Obama. “The approval rating of the president on immigration, like his approval ratings on many other issues, is negative. A majority disapproves, and only a third approve. But the evaluation of the president is even worse among those who would deport the child migrants as soon as possible: only 16 percent in that group approve of how Barack Obama is handling immigration. Those who want the children to stay until they can be returned safely approve of the president’s performance,” said the poll analysis.

The Democrats’ impeachment fundraising extravaganza

In an almost farcical twist on the recent political debate, the ObamaWhite House has joined the Democratic fundraising apparatus in what appears to be a campaign to encourage Republicans to impeach the president.

In the past 48 hours, first lady Michelle Obama, White House senior adviser Dan Pfeiffer, White House spokesman Josh Earnest, House Minority Leader Nancy Pelosi, the Democratic Congressional Campaign Committee, and others have raised the specter of an Obama impeachment.

The first lady was first to broach the subject, in a Thursday evening fundraising speech in Chicago. “If we lose these midterm elections, it’s going to be a whole lot harder to finish what we started,” Obama said, “because we’ll just see more of the same out in Washington — more obstructions, more lawsuits, and talk about impeachment.”

Top White House aide Pfeiffer really got the ball rolling Friday morning at a Christian Science Monitor reporters’ breakfast. “I saw a poll today that had a huge portion of the Republican Party base saying they supported impeaching the president,” Pfeiffer said. “A lot of people in this town laugh that off. I would not discount that possibility.” Asked whether an impeachment battle might be a “good thing” for the president’s popularity, Pfeiffer said, “We take it very seriously and I don’t think it would be a good thing. But I think it would be foolish to discount the possibility that Republicans would at least consider going down that path.”

A few hours later, at the White House briefing, Earnest spoke at length about the alleged impeachment threat. “Do you really believe that the president could be impeached?” Earnest was asked.

“Well, I think that there are senior members of the Republican political party or certainly prominent voices in the Republican Party who are calling for exactly that …” Earnest said. “There are some Republicans, including some Republicans who are running for office, hoping they can get into office so that they can impeach the president. That is apparently a view that they hold, because it’s one that they have repeatedly expressed publicly.”

At another point in the briefing, Earnest noted that “there are some prominent members of the Republican Party who have articulated their support for articles of impeachment. That is the view that they’ve articulated. What we’re focused on is the business of the American people.”

A few hours later, Pelosi and the Democratic fundraising machine joined in. “Sorry to email you late on a Friday, but I need your urgent support,” Pelosi emailed. “Yesterday, for the first time in history, Congress voted to sue a sitting president. Today, the White House alerted us that they believe ‘Speaker [John] Boehner … has opened the door to impeachment …'”

“With everything happening right now, I’m a little disappointed to see that you haven’t had a chance to chip in to defend President Obama,” Pelosi continued. “We could use your support today. ALL GIFTS TODAY TRIPLE-MATCHED!”

A couple of hours later, the Democratic Congressional Campaign Committee sent out another mass email. “The White House just announced that they believe John Boehner’s lawsuit could lead to the impeachment of President Barack Obama,” the DCCC said. “We are now on full RED ALERT at Democratic Headquarters. We are scrambling to defend the President in every way we can at this critical moment.”

“According to our records, you haven’t chipped in to fight back,” the email continued. “Can we count on you at this critical moment? ALL GIFTS TODAY TRIPLE-MATCHED!”

Another couple of hours later — after 10pm in the East — the DCCC tried again. “If you’re wondering why you’re getting all this email on a Friday night, it’s simple,” the email read. “THE IMPEACHMENT OF PRESIDENT OBAMA IS NOW A REAL POSSIBILITY.”

“No other president in history has had to face the prospect of being taken to court by Congress. And the White House alerted us today that it could lead to impeachment. These historic (and totally unfounded) attacks require an historic response — and that’s exactly what you’re doing right now. We are now in the range of $1,000,000 raised since Republicans voted to authorize the lawsuit (that was just since yesterday!). Midnight deadline: ALL GIFTS TODAY TRIPLE-MATCHED!”

There are some Republican backbenchers who would indeed like to impeach the president, just as there were (more senior and more organized) Democratic lawmakers who hoped to impeachGeorge W. Bush after Democrats won control of Congress in the 2006 elections. Back then Pelosi, the new Speaker, said flatly, “Impeachment is off the table.” Now, Boehner has said he “disagrees” with former vice presidential candidate Sarah Palin‘s call for impeachment, and many observers see his lawsuit against the president as an effort to placate GOP lawmakers while stopping far short of impeaching the president. But Boehner has not made a far-reaching, definitive statement comparable to declaring impeachment “off the table.” He might now be driven to do so, making the Democrats’ impeachment fundraising festival appear even more ridiculous than it already does.

SESSIONS: MELT CONGRESS’ PHONE LINES, STOP OBAMA’S PLANNED EXECUTIVE AMNESTY

Senate Budget Committee ranking member Sen. Jeff Sessions (R-AL) is putting a call out to the American people: He needs help to kill President Barack Obama’s plans to grant executive amnesty to millions of illegal aliens.

Sessions wants Americans to melt Congress’ phone lines, demanding their members make a precondition of any border crisis bill that Obama’s executive order amnesty via the Deferred Action for Childhood Arrivals (DACA) and any future plans be stopped.

 

“The American people have begged and pleaded for years for our laws to be enforced,” Sessions said in his statement. “We have people in our own country living in violence, fear and poverty every single day. They have demanded an immigration policy that puts their jobs, wages and communities first. Every citizen should pick up the phone and ask of their congressional representative: where do you stand?”

 

Sessions said that it would be wrong for any member of the House or Senate to support any border crisis bill that doesn’t end DACA and block the president from expanding it.

 

“No Member—House or Senate, Democrat of Republican—should support any bill with respect to the border crisis that does not include language explicitly prohibiting the Administration from taking such action,” Sessions said. “Congress must foreclose any possibility of these unlawful executive actions before congressional funding is granted. This is an essential precondition.”

 

Sessions cites several recent reports from major news organizations like the National JournalTime magazine and The Hill that detail how the White House is considering expanding DACA to grant amnesty via executive order to millions more illegal aliens.

 

“It has now been extensively reported that these executive actions will likely expand his Deferred Action program (DACA) to apply to an additional 5-6 million adult illegal immigrants,” Sessions said. “The existing DACA program has been widely misunderstood. The executive action did not, as The Hill writes today, only result in ‘deferred deportations for young undocumented immigrants.’ Illegal immigrants in the interior of the U.S. have already, as a practical matter, been immune from enforcement under this Administration. DACA applies to individuals up to 30 years of age and provides actual amnesty papers, photo ID and work permits to illegal immigrants—who can then take any job in America.”

 

Sessions said that expanding DACA to another 5-6 million illegal immigrants “would effectively end immigration enforcement in America.”

White House pursuing plan to expand immigrant rights

Even as President Obama grapples with the crisis of immigrant children arriving at the Southwest border, White House officials are laying the groundwork for a large-scale expansion of immigrant rights that would come by executive action within weeks.

Officials signaled strongly Friday that Obama’s move would shield from deportation large numbers of immigrants living in the country illegally, as advocacy groups have demanded.

Roughly 5 million of the estimated 11 million people who entered the country without legal authorization or overstayed their visas could be protected under a leading option the White House is considering, according to officials who discussed the proposals on condition of anonymity.

Obama said last month that because Congress had failed to act on comprehensive immigration reform, he would take executive action to “fix as much of our immigration system as I can on my own.”

That move will come by the end of the summer, White House senior advisor Dan Pfeiffer told reporters Friday. Some officials had advocated waiting until after the November midterm election.

Any such move would prompt a major clash with congressional Republicans, and at least some White House officials appeared to relish the prospect that the GOP might overreach in its response and act in a politically self-destructive manner.

When the decision is announced, it will “increase the angry reactions from Republicans,” Pfeiffer said.

“I would not discount the possibility” that Republicans would seek to impeach Obama over his next immigration moves, he said, adding that House Speaker John A. Boehner (R-Ohio) had “opened the door to impeachment” by his plans to sue Obama for allegedly exceeding his executive authority.

Pfeiffer made his comments at a breakfast for reporters sponsored by the Christian Science Monitor.

Boehner repeatedly has ruled out calls for impeachment proceedings, and his lawsuit against Obama has been widely seen as an effort to provide an alternative for Republicans infuriated by what they see as too much unilateral action by the president.

But the open references to impeachment at the White House on Friday suggest that administration officials are trying to shape the political battleground in advance — portraying Republicans as obstructionist before launching a broad-sweeping executive action on a front where conservative sensitivities are particularly keen: immigration policy.

The White House is entertaining a range of possibilities that would speed up deportations in some cases but forestall them in many others.

Obama could use his executive powers to expedite deportations in response to the current border crisis, in an effort to clear the large numbers of unaccompanied minors gathering daily in the Rio Grande Valley in south Texas.

At the same time, he seems likely to act to prevent deportations of many of the immigrants already living, working and raising children in the U.S.

One option would allow immigrants who are parents of U.S. citizens to apply for temporary legal status which would let them work legally in the U.S. Because children born in the country automatically receive U.S. citizenship, that option could affect about 5 million people, researchers estimate.

A second option would be to allow temporary legal status for the parents of young people already granted deportation deferrals by the Obama administration. That would affect a smaller, but still sizable, number of people.

So far, more than 520,000 people have received permits to stay and work in the U.S. under the administration’s Deferred Action for Childhood Arrivals program, which was created in 2012 for young people who were brought to the U.S. as children.

Leading Republicans, including Sen. Ted Cruz of Texas, already have called for ending the deferred action program, and any move to expand it by including parents would be certain to draw a furious response from conservatives.

Wary of the president’s potential course of action, Republicans were both irritated by Pfeiffer’s threat and critical of what they saw as an effort to stir up Democratic voters and financial donors.

The campaign arm of the House Democratic leadership began a fundraising drive featuring Pfeiffer’s impeachment forecast within hours of his making it.

“We have a humanitarian crisis at our border, and the White House is making matters worse with inattention and mixed signals,” said Boehner’s spokesman, Michael Steel.

“It is telling, and sad, that a senior White House official is focused on political games, rather than helping these kids and securing the border,” he said.

As his aides worked on the longer-term immigration plan, Obama on Friday met at the White House with the presidents of Honduras, El Salvador and Guatemala, hoping to enlist their help in stemming the flow of young migrants.

An estimated 57,000 unaccompanied minors, mostly from Central America, have crossed into the U.S. from Mexico since last October.

Obama told the presidents that children who don’t have “proper claims” to admission to the U.S. will have to go back home.

Aides said the leaders also agreed on the need to address poverty and violence in Central America.

“The American people and my administration have great compassion for these children,” Obama told reporters, with the other presidents at his side. “But I also emphasized to my friends that we have to deter a continuing influx of children putting themselves at risk.”

How to do that — and how to pay for it — continued to stymie Congress.

Republicans, who balked at the administration’s request for $3.7 billion to increase the number of deportation courts, bolster border security and care for the children who have arrived, proposed a scaled-back plan Friday for less than $1 billion. Senate Democrats have proposed $2.7 billion. Neither is expected to win support from both chambers.

With Congress only a few days from its long August break, money is running out to care for the youths and process their immigration cases.

Border Patrol agents have been working overtime, and Customs and Border Protection has racked up large bills to provide food and transportation to handle the influx.

If Congress doesn’t approve more spending, agency officials will have to divert money from programs that speed up cross-border trade and cargo, Customs and Border Protection chief Gil Kerlikowske said in a C-SPAN interview.

Money, though, is only part of the problem.

House Republicans have insisted on amending a 2008 law that guarantees hearings before unaccompanied children can be returned to their home countries. Senate Democrats mostly oppose that idea.

The White House has sent mixed messages, initially saying Congress should change the law, then backing down after opposition from Senate Democrats. White House officials now say Congress should approve the additional funds first.

Republicans have also been split on immigration, with many conservatives arguing that Congress should not act because the administration cannot be trusted to enforce the immigration laws.

But a majority of GOP lawmakers appeared prepared to break ranks with the conservatives and move ahead for a vote next week.

“The vast majority of our members want to solve this and do it in a targeted way that actually addresses the problem,” Rep. Steve Scalise (R-La.), the incoming GOP whip, said after a closed session Friday of House Republicans.

Under the House Republican proposal, Congress would reimburse states for deploying National Guard troops, as Republican Gov. Rick Perry of Texas has done, and speed up processing of the children’s immigration claims. The House proposal would also allow law enforcement personnel to operate on public lands beyond what is now allowed, a long-standing issue in some border states.

“If we do nothing, the president is going to blame us for doing nothing,” said Rep. Marlin Stutzman (R-Ind.). “We have to step up and show we’re going to do this in an orderly, lawful, compassionate way.”

Border Patrol vet says immigrants ‘coached’ on how to game system

In an exclusive interview with WND and Rep. Steve Stockman, R-Texas, a 13-year Border Patrol veteran revealed many in the recent surge of illegal immigrants, including unaccompanied minors, are coming prepared to game the U.S. immigration system, even repeating the mantra, “Obama will take care of us.”

“I don’t usually get into the political part of it,” explained Chris Cabrera, now a vice president in the National Border Patrol Council Local 3307, “but I find it odd that their whole thing is, ‘We are going to get amnesty when we get here. Where is my permiso? Where is my permission to go north so I can get my medical care and my schooling and all that? President Obama is going to take care of us and make sure we’re all OK.’

“Whether it’s the adults or the young kids, one thing we consistently hear is, ‘Obama will take care of us,’” Cabrera said.

He also suggested the tens of thousands of unaccompanied minors illegally entering the United States appear to have been coached on what to say when they cross the border.

“The ‘magic words’ are something along the lines of ‘asylum,’ or ‘political asylum’ or to say ‘fighting in my home country,’” Cabrera said. “They know these words … because we can’t send them home, because it’s too dangerous back there.”

The only way to stop the flow of illegal immigration and child smuggling across the border, he said, is to eliminate the entitlement mentality with a return to strict, border enforcement.

“What needs to be done is 100-percent detention and 100-percent removal,” Cabrera said.

Cabrera’s comments backed up statements made earlier in the week by Sen. Jim Inhofe, R-Okla., who told a national TV audience the children were coming through Mexico from Central America by Obama’s “invitation.”

“I think we’re overlooking the obvious here,” Inhofe told MSNBC’s Chuck Todd on Thursday. “I went down and talked to these kids. … These kids were here in this country at the invitation of the president. I think everyone knows it, nobody says it.”

Todd asked Ihhofe to clarify his comments.

“[Through] his DACA, the Deferred Action for Childhood Arrivals, [Obama] is making it sound as if, ‘Come here, we’ll take care of you,’ and they all believe this,” Ihhofe said. “I talked to them individually, and I speak enough Spanish that I could do this. All of them were programmed to say that they had relatives here, they’re invited to come up here, they’re going to stay here – at the same time the HHS says, ‘We’re not going to send them back.’ So long as they have that assurance, more are coming in.”

Cabrera also confirmed to Stockman an earlier WND story revealing no biometric identification measures are taken on illegal immigrant minors detained at the border, not even fingerprints, allowing them to easily be lost within the U.S. once processed.

“It’s always been a policy within the Border Patrol,” he said. “Those 14 years old or younger are considered children, and no photographs are taken of them, and that’s how it’s always been.”

Cabrera continued to explain that the difference today is the number of unaccompanied minors the Border Patrol is detaining coming across the border illegally.

“We’ve never had the number of unaccompanied children like this crossing the border illegally and just turning themselves in, like we’re seeing now,” he said.

Cabrera also indicated that the paperwork required for each immigrant is “very long and involved.” It takes a Border Patrol agent between two-and-a-half to three hours, sometimes even four hours per person.

“When you start multiplying three hours times 1,200 to 1,500 persons in custody, it’s just overwhelming,” he said. “The McAllen Border Patrol station has hit in the recent past 1,500 a day, and sector-wide, from Rio Grande City to Brownsville, we’ve seen up to 3,500 [immigrants] a day.”

He confirmed FEMA agents are now involved, working with the Border Patrol and Immigration and Customs Enforcement, or ICE, of the Department of Homeland Security to relocate the unaccompanied minors to detention centers.

“Once we finish the processing, the unaccompanied minors are handed over to ICE,” he said. “But now FEMA has stepped in, along with the Americorps young men and women especially working with the younger children. The Coast Guard is assisting too, using some of their aircraft to transport them around the country.”

Cabrera acknowledged a change in policy in which the detained illegal immigrant unaccompanied minors are being shipped out of Border Patrol detention facility in vans, instead of buses, “to keep it under the radar and maintain a lower profile.”

WND inquired where the Central American unaccompanied minors who entered the country illegally were being shipped after they left the Border Patrol facility.

“Previously, four or five years ago, the Border Patrol very heavily scrutinized where detained illegal agents were being sent after being processed by us into the United States,” he explained. “I believe now it’s so crowded and overrun that nobody in the Border Patrol has the time or the resources to do it. Some are taken to another Border Patrol processing center and from there to a detention center. Some are taken to buses and trains and let go, but from there nobody really knows where they go.”

He did indicate that detained, illegal immigrant, unaccompanied minors must have some tie to a family member or family friend to be released by ICE into the U.S.

“We can’t release a 12-year-old or a 14-year-old on his or her own recognizance, but the checks going into determining how close a relative or even if the person is a relative don’t seem to me to be sufficiently rigorous,” Cabrera said.

He was especially concerned for the children being released into the open population.

“If you are going to release a child, we ought to know if the person we are relying upon is not a pedophile or a criminal,” Cabrera insisted. “You have to be 100-percent sure, because if something happens to this kid, and we released him to that person, we are responsible for it. This is a child. They are emotionally fragile and physically fragile and anything can happen to them.”

Cabrera explained that usually the children coming across the Rio Grande carry with them some written information designed to be handed over to the Border Patrol identifying relatives currently living in the United States.

“Usually they will have all their personal information written on a piece of paper,” he said. “They will have a backup in their wallet, or in their shoe, or sewn into their clothes. Some of them will write it on the back of their belt, so they know the information won’t get lost. And when they get apprehended, they know to tell the Border Patrol processing agent, ‘Here, this is where I am going. This is my mother, my father, my brother, my sister,’ so they can call and try to make contact.”

Cabrera acknowledged the difficulty of verifying the personal family information.

“We don’t know who wrote that paper, obviously,” he said. “We have no way of verifying who this supposed family really is, and as a Border Patrol agent, we never even see this person come in because the unaccompanied minor is going to be picked up by that family member in the United States somewhere or other down the line.”

“For all I know, Obama is preparing to process 5 million illegal immigrant kids and teenagers into the United States,” Stockman said upon observing border operations near McAllen, Texas.

“He wants us to impeach him now,” Stockman theorized, “before the midterm election because his senior advisers believe that is the only chance the Democratic Party has to avoid a major electoral defeat. Evidently Obama believes impeachment could motivate the Democratic Party base to come out and vote.”

Accompanied by a WND film crew, Stockman began the evening by stopping at a massive Department of Homeland Security detention facility a mile or two north of the Mexican border, only to be encountered by seven or eight armed Border Patrol agents who approached him and WND for questioning.

Though polite, a Border Patrol supervisor speaking from behind the chain-link fence that surrounded the facility refused to allow Stockman to tour the facility.

Through the chain-linked fence, the WND film crew took video of an active hangar-like open building cooled by two massive fans in which teenage illegal immigrants were being searched for concealed weapons as they were being processed into the detention facility.

Within minutes, as Stockman began asking questions of the Border Patrol supervisor, the hanger-like intake facility was shut down and emptied of illegal immigrant teenagers being processed by more than a dozen Border Patrol agents.

“We release all detainees under 14 years of age without taking any biometric identification, including no fingerprints,” the Border Patrol agent explained to Stockman. “We are prevented by law from taking fingerprints or other biometric information on these kids.”

The Border Patrol supervisor could not identify for Stockman the law in question.

“Then how do you know who these children under 14 years old are?” Stockman asked. “How do you know if you are releasing these kids to people who are truly family members in the United States or to pedophiles or other criminals posing as family members?”

“We only know who these children are by what they tell us,” the Border Patrol supervisor admitted. “Truthfully, we don’t really have any idea who they might be or where they came from other than what we can observe from questioning them. You’re right. If they give us false information, we have no way to know it or to follow it up without biometrics.”

Stockman asked what information the Border Patrol has on the people in the United States who claim to be relatives.

“That’s not what our department handles,” the Border Patrol supervisor again admitted.

Back in the vehicle, frustrated at seeing the facility going into rapid shutdown mode once he and the WND film crew set up to film, Stockman expanded on the impeachment theme.

Stockman observed that rather than begin impeachment proceedings now, what the House of Representatives should do is to take away money from the Obama administration.

“The only way we’re going to stop Obama from opening the border is to take away the money he needs to operate,” Stockman concluded. “What we should do is shut down the White House.”

In a four-hour tour of McAllen roads leading to the Rio Grande that began at midnight, WND observed dozens of Border Patrol lock-up vehicles, with one marked “LICE” in large hand-written letters, transporting illegal immigrant detainees to destinations unknown to WND.

Every time WND’s vehicle approached the Rio Grande, Border Patrol trailed behind to engage in questioning once WND and Rep. Stockman stopped.

“Be careful, it’s a busy night out here,” one Border Patrol agent advised.

In another stop about a mile north of the border, WND observed a Border Patrol vehicle with an agent manning what appeared to be a 10-foot antenna scanning the surrounding open territory.

“It’s taking high-definition night-vision photographs,” the Border Patrol agent explained, as he dodged into the shadows to avoid being filmed in the bright lights of the WND film crew.

In a night  in which Stockman described law enforcement presence on the McAllen border as “heavily active and in plain view,” the congressman and WND observed several Department of Public Safety state troopers patrolling the border in conjunction with the ever-present white-and-green-marked Border Patrol vehicles.

On Friday, Rep. Michele Bachmann, R-Minn., told WND in a cell-phone call from the airport that she and Rep. Steve King, R-Iowa, are planning to join Stockman at the border in McAllen, arriving at noon Saturday.

CAUGHT ON TAPE: COYOTE ON JET SKI SMUGGLES MOTHER AND CHILD INTO TEXAS

A Mexican human smuggler was caught on tape by Breitbart Texas as he used a jet ski to bring a Central American woman and her infant into the U.S. illegally. The exclusive video shows the the smuggler, also known as a coyote, bringing the woman and infant across the Rio Grande River and then driving his jet ski back to Mexico alone. The woman and infant can be seen emerging from high grass on the U.S. side of the river. She then walked in plain view of U.S. authorities until a Border Patrol agent arrived and took the pair into custody.

The event occurred at Anzalduas Park in Mission, Texas. A dam immediately downstream of the area creates a small lake and Mexican smugglers routinely ride jet skis to smuggle humans and narcotics in the region. U.S. law enforcement is often powerless to stop the smugglers unless they set foot on U.S. soil.

Border Patrol agent Albert Spratte, speaking to Breitbart Texas as a spokesperson for the agents’ union, can be seen in the video describing the frequent occurrences of smuggling in the region.

Obama Seen Gaining on Putin as U.S. Prods EU on Sanctions

President Barack Obama’s response to the downing of Malaysian Airlines Flight 17 over Ukraine reflects the consensus of U.S. officials that time, evidence, and world opinion are increasingly on his side as he takes on Russian President Vladimir Putin.

Secretary of State John Kerrycited the tragedy yesterday in an effort to prod Europeans into expanding sanctions against Russia, even at some peril to their own economies, in an effort to break Putin’s support for pro-Russian Ukrainian separatists.

“We are trying to encourage our European friends to realize this is a wake-up call,” Kerry said on “Fox News Sunday,” invoking a phrase used last week by Obama.

U.S. officials, some speaking on the condition of anonymity to discuss administration strategy, said the shooting down of the civilian jetliner —- blamed by the U.S. on pro-Russian separatists armed by Russia —- should ignite anti-Putin sentiment and push reluctant EU countries to catch up to the more stringent sanctions the U.S. had imposed last week. Dutch and other European citizens were among the 298 passengers and crew that perished.

This gives Obama confidence that the U.S. and EU can prevail over Putin in the short-run — overcoming European reluctance to expand sanctions — just as the Obama administration believes it will prevail in the long-run over a Russia that has a battered economy and a leader who is overplaying a weak hand, the officials said.

Crash Site

Obama said today at the White House that the “burden is now on Russia’” to ensure separatists let international investigators recover remains and collect evidence at the crash site. A short time later, Malaysian Prime MinisterNajib Razak said rebels in eastern Ukraine agreed to hand over bodies of crash victims and grant access to the site.

Waging Financial War

While the timing for EU decisions isn’t set, two European diplomats said previously resistant members such as Italy now are shifting. The bloc’s foreign ministers are scheduled to meet tomorrow, and top leaders also may meet as early as this week, according to the diplomats, who asked that they not be identified because the plans haven’t been announced.

The U.S. and its allies have the capability to further squeeze Russia through punitive measures such as sanctions against entire sectors of its economy, though they want to leave open a course for Putin to back down, according to several officials,

The EU foreign ministers at their meeting in Brussels may consider blacklisting more Putin associates and, for the first time, Russian companies accused of profiting from Ukraine’s woes. Yet the Europeans may hesitate to ramp up a fight when they need Putin’s influence with the rebels to permit the recovery of passengers’ remains and an international investigation.

The U.K. is pushing for the EU to sanction the entire Russian defense industry, a British official said in London on condition of anonymity. France has repeatedly rebuffed calls to cancel its sale of two Mistral helicopter carriers to Russia. “With so many European Union citizens lost in the Malaysian Airlines crash, it is hard to see how the French Mistral deal can go ahead,” said Timothy Ash, head of emerging markets research at Standard Bank Plc in London.

‘Coercive Statecraft’

The airline disaster follows months of U.S. efforts to persuade the Europeans to raise the costs on Putin for his efforts to destabilize Ukraine. Obama now is “absolutely prepared” to consider more sanctions, and the EU should do likewise, Kerry said on ABC’s “This Week with George Stephanopoulos.”

The top U.S. diplomat appeared on five U.S. Sunday morning talk shows to make the case for further action.

“Since sanctions are the administration’s default instrument of coercive statecraft, I would expect an escalation of U.S. sanctions pressure, specifically targeting more Russian financial institutions, energy companies and military firms,” said Mark Dubowitz, executive director of the Washington-based Foundation for Defense of Democracies, a nonprofit group that focuses on national security issues.

“People are looking for sanctions that are severe enough to change Putin’s mind, but won’t do harm to the U.S. and European economies,” said Andrew Weiss, vice president for studies at the Carnegie Endowment for International Peace, who specializes in Russia and Eurasia.

Putin’s Options

Putin has levers of influence too, including sending Russian forces into eastern Ukraine, as he did in Crimea; reducing natural gas supplies to Europe; and undermining international negotiations seeking to curtail Iran’s nuclear program, one of Obama’s top diplomatic priorities.

Some of the U.S. officials said they see Putin fighting a losing geopolitical battle over time as neighboring states such as Ukraine, once regarded as the breadbasket of the Soviet Union, shift toward western European economies. That also may make him unpredictable and dangerous, they said.

The long-term strategy, these officials said, is to further isolate Putin, who they say is presiding over the decline of a country facing economic, demographic and social problems. While it has an economy comparable in size to Italy’s, Russia’s per capita gross domestic product, at $14,612, is less than half of Italy’s $34,619, according to World Bank data for 2013.

‘Diminished Stature’

“From the beginning, Russia’s aggression in Ukraine has been a reflection of its diminished stature and influence in Europe and the world,” said former White House Press Secretary Jay Carney, who worked for Vice President Joe Biden during the Russia reset and once worked in Time Magazine’s Moscow bureau.

The U.S. last week imposed targeted sanctions on selected Russian banks, military, and energy companies including OAO Rosneft, Russia’s largest oil company, after the EU was unable to agree on more than limited additional sanctions.

“The president imposed a greater cost on Vladimir Putin the day before this shoot-down took place,” Kerry said. “And what we are doing now is trying to bring our European counterparts along” because 4 percent of Russia’s trade is with the United States while “50 percent of their engagement is with Europe.”

The U.S. has been urging the EU to act more forcefully despite its reliance on Russia for about 30 percent of its gas imports. U.K Prime Minister David Cameron said he agreed with his French and German counterparts that Europe should be ready to impose further sanctions this week.

Financial Sector

“There’s value, political and economic,” in waiting to see what the Europeans do because Obama wants to show a united front, said Robert Kahn, a former Treasury official who is now a senior fellow for international economics at the Council on Foreign Relations.

The U.S. could consider adding more companies to the list of those it has sanctioned, he said. “First and foremost you look to the financial sector,” he said. “That’s where our sanctions are most powerful because of our central role in the financial system.”

Some Republicans in Congress, such as Senator Lindsey Graham of South Carolina, are pressing Obama to impose sectoral sanctions and begin providing weapons to Ukrainian government forces fighting the pro-Russian rebels.

The U.S. and European allies should impose “very severe economic sanctions” and also consider “symbolic” actions, such as canceling the 2018 World Cup in Russia and banning landing rights toOAO Aeroflot, Russia’s largest airline carrier, Representative Peter King, a New York Republican, said yesterday on CBS’s “Face the Nation” program.

‘Significant Toll’

Already, the existing sanctions are threatening to tip Russia into a recession as they exacerbate a bond sell-off and drive credit risk higher.

“While aggressive unilateral U.S. sanctions would impose a significant toll on Russia’s economy and U.S. business interests, the efficacy of further sanctions really turns on the resolve of the European Union,” Michael L. Burton, a sanctions lawyer at Jacobson Burton Pllc in Washington, said in an e-mail. “Member states of the EU must reconcile the tension between their sense of morality and their economic interests, recognizing that the EU ultimately will bear the highest costs and be judged most critically.”

Incremental Action

Stephen Myrow, managing partner of Beacon Policy Advisors LLC, an independent research firm in Washington, said the U.S. is likely to increase sanctions only incrementally absent strong steps by the EU.

“The big picture here, though, is whether the increase in pressure — whether through sanctions, diplomacy or other means — prompts Moscow to begin to take meaningful measures to reduce tensions,” Howard Mendelsohn, managing director at the Camstoll Group in Washington and previously an acting assistant secretary at the Treasury’s Office of Intelligence and Analysis, said in an e-mail. “First and foremost that is what officials are looking to see.”

There’s no guarantee that more sanctions will push Putin in the right direction, said Samuel Charap, a fellow at the Washington branch of the International Institute for Strategic Studies, a London-based policy group.

“The moral and political case for more sanctions is clearly easier to make now,” Charap said. “The problem is that the theory of the case remains as questionable as before — that this kind of pressure will produce the kind of policy change from Moscow that the West is seeking. In fact, it might well have the opposite effect.”

In a phone call with Cameron, Putin said it’s “important” to refrain from “hasty conclusions and politicized statements” before international investigators determine the reasons for the Malaysian Air crash, according to an e-mailed statement from Russian government.

Saying that pro-Russian separatists’ behavior “has no place in the community of nations,” President Barack Obama said on Monday that “the burden is on Russia” to push the separatists to allow unfettered access to the crash site of Malaysian Airlines Flight 17.

“We have to make sure that the truth is out and that accountability exists,” he said in remarks at the White House.

“Given its direct influence over the separatists, Russia — and President Putin in particular — has direct responsibility to compel them to cooperate with the investigation,” he added. “That is the least that they can do.”

The international community has ramped up pressure on Russian President Vladimir Putin to allow investigators access to the site and the bodies of the nearly 300 victims of last week’s Malaysian Airlines crash. Armed pro-Russian separatists who control the area have “repeatedly” prevented investigators from doing their work, Obama said.

“All of this begs the question: What exactly are they trying to hide?” the president asked.

In a brief statement Monday, Putin said that investigators must have access to the crash site but excoriated unnamed nations for exploiting the jet crash for “mercenary political goals.”

(WSJ) The White House said that Russian President Vladimir Putin noted early reports of the downed Malaysia Airlines passenger plane at the end of a call with President Barack Obama this morning over the latest round of U.S. sanctions on Russia.

The White House said Mr. Obama was briefed on the reports this morning and has directed officials to be in close contact with senior Ukrainian officials. Mr. Obama was traveling to Wilmington, Del., Thursday, to give a speech on transportation infrastructure.

White House spokesman Josh Earnest said the White House has seen reports of the crash, “but I’m not in a position to confirm any details of those reports.” Asked about calling allies about the plane crash, Mr. Earnest said, “The president has not placed any calls like that.”

Vladimir Putin has issued a defiant warning that the MH17 crash must not be used for ‘selfish political ends’ and urged separatists to allow international experts access to the crash site.

Wearing a dark suit and looking tired and drawn during a rare television address, the Russian president insisted ‘all people’ in Ukraine had a responsibility to the families of the 298 passengers and crew who died last week.

But he added: ‘No-one has the right to use this tragedy for any kind of vested interest in the political sense. Such incidents should unite people rather than separate them.’

His comments came just hours after David Cameron issued a stark warning to Putin that his billionaire ‘cronies’ will have their assets frozen in London unless Russia co-operates with the investigation.

VLAD HITS BACK: RUSSIAN PRESIDENT’S STATEMENT ON MH17 CRASH SITE IN FULL

There are already representatives of Donetsk and Lugansk working there, as well as representatives of the emergencies ministry of Ukraine and others. But this is not enough.

This task force is not enough. We need more, we need a fully representative group of experts to be working at the site under the guidance of ICAO, the relevant international commission.

We must do everything to provide security for the international experts on the site of the tragedy.  We need to do everything to provide its [ICAO commission’s] safety, to provide the humanitarian corridors necessary for its work.

In the meantime, nobody should and has no right to use this tragedy to achieve their narrowly selfish political goals.

We repeatedly called upon all conflicting sides to stop the bloodshed immediately and sit down at the negotiating table.

I can say with confidence that if military operations were not resumed on June 28 in eastern Ukraine, this tragedy wouldn’t have happened.

During his television address this morning, Putin said it is necessary for ‘all people’ involved in the current conflict in Ukraine take responsibility for their actions.

He said there was a duty to: ‘improve their responsibility to their own people, and to the people of the countries whose representatives have been victims of this crash’.

Putin added, ‘We need to do everything to ensure the security and safety of the observers and the experts working at the crash site.’

The comments came as Chancellor George Osborne said the UK was prepared to take an ‘economic hit’ in order to put pressure on Moscow over its involvement in the Ukraine crisis.

Cameron, meanwhile, is due to make a statement to MPs later spelling out what measures he believes should be taken following the apparent shooting downing of the plane by rebels.

In what was described by Downing Street as a ‘frank’ conversation last night, the Prime Minister told Mr Putin his support for insurgents in eastern Ukraine had ‘contributed to an appalling tragedy’ and the delay in experts being able to investigate was ‘indefensible’.

The chaos surrounding the handling of the crash has compounded the grief of families all around the world bereaved by the crash, who have been left unable to arrange funerals or properly mourn their dead.

Victim’s relatives have made emotional appeals for the bodies to be returned as soon as possible, amid reports that the refrigeration in the carriage has only been inconsistently working.

 

 

Earlier the bodies of almost 200 victims of the MH17 plane disaster were seen decaying for a fourth day in a refrigerated train.

Since the bodies of the 298 victims fell from 33,000ft after their plane was struck by a surface-to-air missile, they were left in the open in sweltering heat for three days before being gathered up in bags, bundled on to trucks and driven away.

The bodies were taken from there to the town of Torez, nine miles away, where they have been piled up in four refrigerated train carriages.

The refrigeration has done little to hold back the stench of decay which has already overtaken the corpses amid accusations the rebels are holding up the return of the bodies unnecessarily.

Rebel commanders have reportedly promised that the train will leave this afternoon, but gave no indication of where or whether the bodies would be handed over.

Further pressure will be put on Russia to cooperate with the crash investigation at the United Nations, after Britain, Germany and France came to the agreement that the EU must be prepared to ratchet up sanctions if they refuse.

A meeting of EU foreign ministers tomorrow is expected to result in a more punitive sanctions regime, with Mr Putin’s ‘crony group’ possible targets.

The threats of extensive sanctions on Russian billionaires has already spooked a number of wealthy pro-Kremlin businessmen and women.

‘The economic and business elite is just in horror,’ Igor Bunin, the head of the Center for Political Technology in Moscow, told Bloomberg news.

‘Nobody will speak out because of the implicit threat of retribution… Any sign of rebellion and they’ll be brought to their knees,’ he added.

One billionaire, speaking on condition of anonymity, added that Putin risks becoming a pariah figure as wealthy and powerful Russians seek to distance themselves from him to keep hold of their money.

French arms sales and German dependence on Russian fossil fuels have been seen as possible barriers to tougher measures, but Britain will argue that the whole union must share the burden.

A No 10 source said the UK wanted additional names to be added to the list of Russians subject to travel bans and asset freezes under the existing criteria for EU sanctions.

These could include ‘entities’ – firms or organisations – as well as individuals involved in supporting efforts to destabilise Ukraine.

But there will also be an effort to extend the scope of the sanctions, to allow those who are influencing or supporting the ‘Russian regime’ to be targeted for sanctions, meaning oligarchs within Mr Putin’s inner circle could be named.

In a round of broadcast interviews this morning, Mr Osborne accepted that Britain could not escape unscathed from taking such action against Moscow.

‘This is about living in a world where international borders are respected, where commercial airliners are not shot down,” he told BBC Radio 4’s Today programme.

‘It is absolutely in Britain’s national economic interest that that is the case.

‘Of course any sanctions will have an economic impact, and we are prepared to undertake further sanctions.

‘But think of the economic hit… of allowing international borders to be ignored, of allowing airliners to be shot down. That is a much greater economic hit for Britain. We are not prepared to just allow that to happen.’

The separatists placed bodies from the downed Boeing 777 in refrigerated train carriages in the rebel-held town of Torez, nine miles from the crash site, and said they would remain there until the arrival of an international aviation delegation.

They also claimed the plane’s black boxes had been recovered and would be handed over to the International Civil Aviation Organisation.

The UK is supporting an Australian attempt to secure a UN Security Council (UNSC) resolution, which would demand ‘safe, full and unfettered access to the site” and for the bodies to be handled with respect and dignity.’

A Downing Street source said Russia had blocked an attempt to agree a press statement by the UNSC and the Government was ‘realistic’ about the prospect of success in getting a resolution through without it being vetoed.

Meanwhile, the US set out the evidence it claimed it had for Russian separatists being behind the atrocity.

Secretary of State John Kerry said it was ‘pretty clear’ that an SA-11 missile system had been transferred by Russia into the hands of the separatists.

 

Russia challenges accusations that Ukraine rebels shot down airliner

Russia’s Defence Ministry on Monday challenged accusations pro-Russian rebels were to blame for shooting down a Malaysian airliner and asked the United States to produce satellite images to support its assertions.

At a briefing in which generals used flashing radar images on big screens in a state-of-the-art conference room, the ministry said a Ukrainian fighter jet had tracked the airliner despite Kiev’s assertions that no aircraft were nearby.

The ministry also denied supplying the separatists in east Ukraine with SA-11 Buk anti-aircraft missile systems, known as “Gadfly” in NATO, or “any other weapons”.

The hi-tech presentation appeared a direct response to video and audio recordings used by Ukrainian security officials to back up their accusations of Russian and rebel involvement – recordings the ministry’s comments suggested were fabricated.

“Russian air space control systems detected a Ukrainian Air Force plane, presumably an SU-25 (fighter jet), scrambling in the direction of the Malaysian Boeing … The distance of the SU-25 plane from the Boeing was from 3 to 5 kilometres (2 to 3 miles),” Air Force Lieutenant-General Igor Makushev said.

“Earlier, Ukrainian officials said that on the day of the Boeing 777 crash there were no military aircraft in the region – as you can see this does not appear to be true.”

Another officer, Lieutenant-General Andrei Kartopolov, said that, “whether it is a coincidence or not”, a U.S. satellite had been monitoring the area at the time.

“We also have some questions for our U.S. partners,” he said. “According to the U.S. declarations, they have satellite images that confirm the missile was launched by the rebels. But nobody has seen these images.” “If the American side has pictures from this satellite, then they should show the international community.”

PROPAGANDA WAR

Russia and Ukraine have been waging a fierce propaganda war over the crisis in eastern Ukraine, where the rebels rose up in April against Kiev’s rule.

In an echo of the U.S. State Department’s use of lists to debunk what it calls “misinformation” in the Ukraine crisis, Russia issued its own list on Monday of 10 leading questions it wanted Kiev to answer about the downed passenger jet.

President Vladimir Putin has pointed the finger at his Ukrainian counterpart Petro Poroshenko, saying the disaster would not have happened if Kiev had not ended a ceasefire with the separatists.

Putin, looking drawn, made brief televised comments on the crisis that signalled a new determination to get Russia’s version of events across, although they were first released in the middle of the night.

He said the downing of the airliner, killing all 298 people on board, must not be used for political ends, but did not respond directly to the accusations of Russian involvement by supplying arms to the rebels.

Monday’s military briefing was the first detailed comment by Russia – which has radar stations and military bases near the border with Ukraine – since the passenger plane came down on Thursday in territory controlled by the rebels.

At the presentation, the officers said the Malaysian airliner was one of three civilian aircraft in the skies over eastern Ukraine at the time.

Kiev later said it stood by its accusations.

“There is evidence that the missile which struck the plane was fired by terrorists, who received arms and specialists from the Russian Federation,” said Andriy Lysenko, a spokesman for Ukraine’s Security Council.

Illegal immigrant population of the United States

 

The actual size and the origin of the illegal immigrant population in the United States is uncertain and difficult to ascertain because of difficulty in accurately counting individuals in this population. National surveys, administrative data and other sources of information provide inaccurate measures of the size of the illegal immigrant population and current estimates based on these data indicate that the current population may range from 7 million to 20 million.

In summary, an estimated 11.5 million unauthorized immigrants were living in US in January 2000 through January 2011.[1] This is a decline from the historic peak of 12.5 million seen in 2007.[2]

 

Size

Residual method

The “residual method” is widely used to estimate the unauthorized immigrant population of the USA. With this method, the known number of legal immigrants to the United States is subtracted from the reported U.S. Census number of self-proclaimed foreign born people to obtain the total, unauthorized immigrant (residual) population.[3] This methodology is used by the US Department of Homeland Security,[4] the Pew Hispanic Center, the US Census Bureau and others. Since unauthorized immigrants have many reasons for not answering the U.S. Census correctly and since there are no penalties for answering the U.S. Census incorrectly, a direct subtraction is a well-known source of undercount error and has to be corrected. All known users of this methodology correct the foreign born population (about 35–50 million) by 10–40% (3–12 million) to account for this undercount effect. Critics claim this correction is in error no matter which size correction is used.

Using the residual methodology with a minimal 10% foreign born undercount correction (reason for correction size unstated) for the 2000 census, a 700,000 net undocumented immigrant increase/year assumption and data from the March 2004 Current Population Survey, Pew estimated that there were 10.3 million unauthorized immigrants in the USA in 2004. Assuming the same rate of growth, Pew projected this population reached at least 11 million as of March 2005.

The Pew Hispanic Center estimates that, in the 1980s, the net advance of the U.S. undocumented population was at 130,000 per year, increasing to 450,000 per year from 1990–1994, further increasing to 750,000 per year from 1995–1999, and staying at 700,000–850,000+ per year since about 2000. Unauthorized Mexican immigration amounts to about 500,000 per year of this influx since about 1999. According to the same Pew Hispanic Center study as of March 2005, the undocumented U.S. population had reached 11 million or more, including more than 6.5 million undocumented Mexicans, which is around 60% of all unauthorized immigrants. Assuming the same rate of growth as in recent years gives around 12 million undocumented immigrants in the United States as of January 2006, increasing at 700,000–850,000 per year – with undocumented Mexicans amounting to about 60%+ (7+ million) of the overall total by 2006. By September 2006, the undocumented U.S. population was thought to be around 13 million. About one-sixth of the undocumented population – about 2.0 million people – is under 18 years of age.[5]

After 2000, the estimation of the growth of the U.S. undocumented population becomes more difficult because of a lack of good information. The rate of growth of the U.S. undocumented population is estimated with the Consumer Price Survey data from 2004, which suffers from the same under counting problems of the U.S. Census plus the problem of a much smaller statistical sample used (only 10,000–20,000). Its accuracy may well be suspect due to the lack of a truly representative, “random” sample and due to the well-known, non-random distribution of the U.S. undocumented immigrant population. Again, using these techniques, Pew comes up with around 12+ million U.S. unauthorized immigrants in January 2006 (with an estimated growth rate of 700,000–850,000 net unauthorized immigrants per year), and this is the “consensus” number used by most reporters. The unstated cumulative error in total U.S. unauthorized immigrants by 2006 could easily be an additional 8 million unauthorized immigrants or more, and the error in the growth rate since 2000 could also be very large but again is unstated by Pew and others. There is a high probability of the U.S. unauthorized immigrant population’s size in 2006 being significantly larger than the 12 million predicted as all additional information points to a significant increase (300+%) in the advance rate of unauthorized immigrants after 2000, not a reduction as initially predicted by Pew.[citation needed]

Investigative journalists Donald L. Barlett and James B. Steele estimated in Time magazine (in its September 12, 2004 issue) that the number of unauthorized immigrants entering into the USA that year would total 3 million – enough to fill 22,000 Boeing 737-700 airliners or 60 flights every day for a year.[6]

In 2006, legal immigrants to the United States numbered approximately 1,000,000 per year – of which about 600,000 were Change of Status immigrants who were already in the USA. Legal immigrants to the United States are now at their highest level ever at over 35,000,000. Net advances by unauthorized immigrants into the USA have also soared from about 130,000 per year in the 1970s, to 300,000+ per year in the 1980s, to over 500,000 per year in the 1990s, to over 700,000 per year in the 2000s. Total entrance by unauthorized immigrants into the USA may have been as high as 1,500,000 per year in 2006 – with a net of at least 700,000 more unauthorized immigrants arriving each year to join the 12,000,000 to 20,000,000 that are already here in the USA. Assumes the amount of remittances from the USA is proportional to the number of Mexicans living in the USA.
As can be seen the Pew and Bear Stern numbers are in basic agreement until around the year 2000.

Remittances to Mexico

Bear Stearns‘ investigators [8] came up with another way to attack this very difficult problem. They made the assumption that the amount of remittances(money sent back to Mexico) is directly proportional to the number of Mexican immigrants in the United States. Other data used for their estimates are the increases of households and school enrollment in Mexican immigrant communities. They conclude that the number of illegal immigrants in the United States may well be twice the official number put out by the U.S. Census of 9 million and may be 20 million people or higher. Information fromThe Mexican Central Bank details the remittances and shows their growth.[9]

According to that data, remittances stayed fairly stable until 2000 when a steady and dramatic increase began. The change in remittances between 1997 and 1999 is most likely a problem in accounting – the three year average is still about 450 thousand/year consistent with other data. The agreement with the Pew estimate is reasonably good up to 2001 where there is a significant difference – just where the Pew and Census data becomes harder to extrapolate because of lack of good data. Using this technique Bear Sterns investigators come up with a possible illegal population of 20 million or greater. (See figure for calculation) Other data confirming their estimates are the dramatic increases of households and school enrollment in Mexican immigrant communities (read their report for more details). Border Arrest data do not show this dramatic increase in apprehensions.

Critics of this estimate like Jeffrey Passel claim a probable over count by Bear Stearns due to a failure to separate remittances from working class immigrants from funds transfers for real estate purchases and improvement by the affluent.[citation needed] The data used in this section is “Remittances INTO Mexico” and does not accurately represent “Remittances FROM the USA INTO Mexico” as the article would suggest, rather in is the total “Remittances INTO Mexico from ALL other countries”.[citation needed]

Impact of the global financial crisis of 2008–2009

The global financial crisis has had a large impact on America. The construction sector and other areas illegal immigrants traditionally seek employment in have shrunk. The recession has also led to a surplus of American labor driving down the benefit of hiring illegal immigrants. It is estimated that over a million illegal immigrants have returned to Mexico since the beginning of the crisis.[10]

Origins

According to a Pew Hispanic Center report, Mexicans make up 57 percent of immigrants present in the United States illegally. Another 24 percent are from otherLatin American countries. Approximately 9 percent are from Asia, 6 percent from Europe and Canada, with the remaining 4 percent from the rest of the world.[11]

The number of Mexican legal immigrants and Mexican illegal immigrants in the United States has grown quite rapidly over the past 35 years, increasing almost 15-fold from about 760,000 in the 1970 Census to more than 11 million in 2004–an average annual growth rate of more than 8 percent, maintained over more than 3 decades. This remarkable growth has been largely driven by the encroachment of illegal immigrants. On average the net Mexican population living in the United States has grown by at least a half million people a year over the past decade. About 80 to 85 percent of the immigration from Mexico and Central America in recent years has been illegal.[12]

Nearly 20 million illegal immigrants in U.S., former Border Patrol agents say

The number of illegal immigrants in the U.S. is actually closer to 20 million, according to former Border Patrol agents who issued a letter this weekend disputing the count of 11 million that the government and most top private demographers use.

“The more likely figure is 18-20 million and rising daily,” Zack Taylor, chairman of the National Association of Former Border Patrol Officers, Inc., said in an open letter dated Sunday.

NAFBPO opposes the Senate bill that would grant legal status to illegal immigrants, with the organization arguing that current immigration laws aren’t broken and should be enforced.

They also argue that the lesson from the 1986 amnesty is that more people end up getting benefits than the government initially projects.

“To even contemplate another amnesty without verification of this basic information is malfeasance in governance and fraud on its face,” Mr. Taylor said.

Demographers say the number of illegal immigrants peaked at 12.4 million in 2007 before beginning to drop, and has now leveled off at slightly more than 11 million. The most recent Homeland Security Department estimate dates back to January 2011 and put the population at 11.5 million.

But some other studies have challenged those estimates, including a 2005 Bear Stearns report that estimated the number could be as high as 20 million.
